HOUSE RESOLUTION

 
2     WHEREAS, Many citizens of Illinois are facing an economic
3 struggle to pay grocery bills and fill their cars' gas tanks,
4 but downstate homeowners face the additional burden of
5 astronomical property taxes; and
 
6     WHEREAS, The over-reliance of government on property taxes
7 to generate ever increasing revenues has resulted in an
8 unstable and unpredictable system that drains the resources of
9 homeowners who are hard-pressed to afford the nearly constant
10 tax increases; and
 
11     WHEREAS, It is past time to reexamine the property tax
12 system in Illinois in order to reevaluate its goals and
13 determine alternative methods of achieving its purposes;
14 therefore be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 there is created the Property Tax Task Force consisting of 9
18 members appointed by the Speaker of the House of
19 Representatives; and be it further
 
20     RESOLVED, That the Property Tax Task Force shall conduct a
21 study of the property tax system in Illinois and investigate
22 methods of reducing the reliance on property taxes and
23 alternative methods of funding; and be it further
 
24     RESOLVED, That the members of the Task Force shall serve
25 without compensation but shall be reimbursed for their
26 reasonable and necessary expenses; and be it further
 
27     RESOLVED, That the Task Force shall submit its findings to
28 the House of Representatives no later than January 1, 2005, at
29 which time the Task Force is dissolved.
