HOUSE RESOLUTION

 
2     WHEREAS, Due to the inherent risk of procedures related to
3 the practice of obstetrics, the costs of medical malpractice
4 insurance for obstetricians is increasing drastically; and
 
5     WHEREAS, The increase in costs for medical malpractice
6 insurance is forcing many obstetricians to retire or move out
7 of Illinois and is dissuading doctors from entering the
8 specialty of obstetrics and, as a result, there is a shortage
9 of obstetricians in many portions of Illinois; and
 
10     WHEREAS, A shortage of obstetricians puts the health of
11 many women and babies at risk; therefore, be it
 
12     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14 there is created an Obstetricians Task Force consisting of 8
15 members appointed as follows: one legislative member appointed
16 by the President of the Senate; one legislative member
17 appointed by the Minority Leader of the Senate; one legislative
18 member appointed by the Speaker of the House of
19 Representatives; one legislative member appointed by the
20 Minority Leader of the House of Representatives; and 4 members
21 appointed by the Governor, one of whom shall be a physician who
22 specializes in obstetrics, one of whom shall be a
23 representative of the insurance industry, and one of whom shall
24 be a representative of the patients of obstetricians; and be it
25 further
 
26     RESOLVED, That the Task Force shall study the obstacles
27 facing obstetricians in this State and shall file a report of
28 its findings and recommendations to the House of
29 Representatives on or before January 1, 2005.
