 1                          HOUSE RESOLUTION

 2        WHEREAS, The General Assembly declares  that  it  is  the
 3    policy  of  this  State  to promote peace and friendship with
 4    African nations and to promote the success of the descendants
 5    of persons from Africa who reside in this State  through  the
 6    creation of the Illinois Africa-America Peace Brigade; and

 7        WHEREAS,  the  purposes  of  the  Illinois Africa-America
 8    Peace Brigade shall be  as  follows:  to  make  available  to
 9    interested  African  nations  men  and  women  of  this State
10    qualified for service  abroad  and  willing  to  serve  under
11    conditions  of  hardship  if  necessary  in order to help the
12    peoples of African nations in meeting their needs for trained
13    manpower, particularly in meeting the basic  needs  of  those
14    living  in  the  poorest  areas  of  those countries; to help
15    promote a better understanding of the citizens of this  State
16    on  the part of the peoples served and a better understanding
17    of other peoples on the part of the citizens of  this  State;
18    and   to   provide   emergency  resources,  especially  human
19    resources, to failing schools in the urban  inner-city  areas
20    of  this State in order to provide those failing schools with
21    their need for trained manpower  in  meeting  the  basic  and
22    remedial  educational  needs  of  African-American  students;
23    therefore, be it

24        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
25    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
26    there  is  created  the Illinois Africa-America Peace Brigade
27    Task Force consisting of 5 members appointed  as  follows:  3
28    members  of  the  House  of  Representatives appointed by the
29    Speaker of the House, one of whom  shall  be  designated  the
30    chairperson  by  the Speaker of the House of Representatives,
31    and 2 members of the House of  Representatives  appointed  by
32    the  Minority  Leader of the House of Representatives, all of
33    whom shall serve without compensation but shall be reimbursed

 1    for  their  reasonable  and  necessary  expenses  from  funds
 2    appropriated for that purpose; and be it further

 3        RESOLVED, That the Task Force shall study various  issues
 4    relating  to  the  promotion  of  peace  and  friendship with
 5    African nations and the promotion of the success of  Illinois
 6    residents  who are descendants of persons from Africa through
 7    the creation of the Illinois  Africa-America  Peace  Brigade;
 8    and be it further

 9        RESOLVED,   That   the   Task  Force  shall  receive  the
10    assistance of legislative staff, may employ  skilled  experts
11    with  the approval of the House of Representatives, and shall
12    report its findings to the  General  Assembly  on  or  before
13    March 31, 2004.
