 1                          HOUSE RESOLUTION

 2        WHEREAS, S.201, the State  and  Local  Aid  and  Economic
 3    Stimulus  Act  of 2003, was introduced on January 22, 2003 in
 4    the United States Senate and is intended to  provide  Federal
 5    aid and economic stimulus through a one-time revenue grant to
 6    states and their local governments; and

 7        WHEREAS,  S.201  provides  for $20 billion for states and
 8    $20 billion for local governments and further  provides  that
 9    it  is  the  sense  of  Congress  that priority for using the
10    allotted  funds  should  be  given  to   homeland   security,
11    medicaid,  public  health,  highway  construction, childcare,
12    elementary,  secondary,  and  higher   education,   and   the
13    prevention of additional property tax increases; and

14        WHEREAS,  The  State  of  Illinois and its units of local
15    governments are prepared to  use  their  allotted  funds  for
16    those purposes; and

17        WHEREAS,  It is estimated that S.201 would make available
18    to the State of Illinois and its units of  local  governments
19    $1,734,000,000; and

20        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
21    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
22    we  urge the United States Senate and the United States House
23    of Representatives to pass S.201 as soon as possible; and  be
24    it further

25        RESOLVED,  That copies of this resolution be sent to each
26    member  of  the  Illinois  congressional  delegation  and  to
27    President George W. Bush.
