 1                          HOUSE RESOLUTION

 2        WHEREAS, The increasing integration of the global economy
 3    ensures that the  growth  in  the  production  of  goods  and
 4    services  in  any  location within the United States benefits
 5    the American economy as a whole; and

 6        WHEREAS,  By  tradition,  the  costs  of   infrastructure
 7    investments  needed  to  leverage  the  construction  of  new
 8    production  facilities  is  traditionally  borne by State and
 9    local governments; and

10        WHEREAS, This tradition no  longer  operates  in  harmony
11    with the realities of an integrated national economy; and

12        WHEREAS,  One of the most successful economic development
13    programs ever undertaken by the Federal  Government  was  its
14    lead  role,  in cooperation with the states, in the planning,
15    development  and  construction  of  the  National  Interstate
16    Highway System; therefore, be it

17        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
18    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19    the Federal Government should assume a share of the burden of
20    infrastructure  investments  for  the  siting  of  production
21    facilities throughout the United States that will hire highly
22    trained workers from all over the  United  States  and  which
23    will  produce  goods or services for consumers throughout the
24    United States; and be it further

25        RESOLVED, That a copy of this resolution be presented  to
26    each member of the Illinois congressional delegation.
