    Amends the Board of Higher Education Act. Requires the Board to study privatization of student living at public universities and report to the General Assembly by January 1, 2006. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Board of Higher Education Act is amended by
5 adding Section 9.30 as follows:
 
6     (110 ILCS 205/9.30 new)
7     Sec. 9.30. Privatize residential living; study. The Board,
8 in cooperation with public universities in Illinois, shall
9 conduct a study on the privatization of residential living for
10 students. The purpose of the study is to seek alternative
11 methods to meet the demand for additional and upgraded housing
12 by using the efficiencies and creativity of the private sector
13 while maintaining control over design, operation, and quality.
14 The study shall address cost-efficiency, private developer
15 opportunities, liability issues, capital investments,
16 financial impact, financing scenarios, operating options,
17 student life, and liability issues. The Board shall report its
18 findings and recommendations to the General Assembly by January
19 1, 2006.
 
20     Section 99. Effective date. This Act takes effect upon
21 becoming law.
