SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-220   was 20 ILCS 2310/55.73

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to award grants to all practicing physicians (instead of only to physicians offering obstetrical medical services in rural areas) for the purpose of reimbursing the costs of obtaining malpractice insurance. Requires the Department to establish reasonable conditions, standards, and duties relating to the grants.

1     AN ACT to amend the Illinois Civil Administrative Code.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by changing Section 2310-220 as follows:
 
7     (20 ILCS 2310/2310-220)  (was 20 ILCS 2310/55.73)
8     Sec. 2310-220. Findings medical ; rural obstetrical care.
9 The General Assembly finds that substantial areas of rural
10 Illinois lack adequate access to medical obstetrical care. The
11 primary cause of this problem is the absence of qualified
12 practitioners who are willing to offer obstetrical services. A
13 significant barrier to recruiting and retaining those
14 practitioners is the high cost of professional liability
15 insurance for practitioners offering medical obstetrical care.
16     Therefore, the Department, from funds appropriated for
17 that purpose, shall award grants to physicians licensed to
18 practice medicine in all its branches practicing obstetrics in
19 Illinois rural designated shortage areas, as defined in Section
20 3.04 of the Family Practice Residency Act, for the purpose of
21 reimbursing those physicians for the costs of obtaining
22 malpractice insurance relating to medical obstetrical
23 services. The Department shall establish reasonable
24 conditions, standards, and duties relating to the application
25 for and receipt of the grants.
