1     AN ACT concerning veterans.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Children of Deceased Veterans Act is amended
5 by changing Section 1 as follows:
 
6     (330 ILCS 105/1)  (from Ch. 126 1/2, par. 26)
7     Sec. 1. Education opportunities. The Illinois Department
8 of Veterans' Affairs shall provide, insofar as moneys are
9 appropriated for those purposes, for matriculation and tuition
10 fees, board, room rent, books and supplies for the use and
11 benefit of children, not under 10 and not over 18 years of age,
12 except extension of time may be granted for a child to complete
13 high school but in no event beyond the 19th birthday who have
14 for 12 months immediately preceding their application for these
15 benefits had their domicile in the State of Illinois, of World
16 War I veterans who were killed in action or who died between
17 April 6, 1917, and July 2, 1921, and of World War II veterans
18 who were killed in action or died after December 6, 1941, and
19 on or before December 31, 1946, and of Korean conflict veterans
20 who were killed in action or died between June 27, 1950 and
21 January 31, 1955, and of Vietnam conflict veterans who were
22 killed in action or died between January 1, 1961 and May 7,
23 1975, as a result of service in the Armed Forces of the United
24 States or from other causes of World War I, World War II, the
25 Korean conflict or the Vietnam conflict, who died, whether
26 before or after the cessation of hostilities, from
27 service-connected disability, and of any veterans who died
28 during the induction periods specified below or died of a
29 service-connected disability incurred during such induction
30 periods, such periods to be those beginning September 16, 1940,
31 and ending December 6, 1941, and beginning January 1, 1947 and
32 ending June 26, 1950 and the period beginning February 1, 1955,

1 and ending on the day before the first day thereafter on which
2 individuals (other than individuals liable for induction by
3 reason of prior deferment) are no longer liable for induction
4 for training and service into the Armed Forces under the
5 Universal Military Training and Service Act, and beginning
6 January 1, 1961 and ending May 7, 1975 and of any veterans who
7 are totally and permanently disabled as a result of a
8 service-connected disability (or who died while a disability so
9 evaluated was in existence); which children are attending or
10 may attend a state educational institution of elementary grade,
11 a high school or business college, vocational training school
12 or other educational institution in this State where courses of
13 instruction are provided in subjects which would tend to enable
14 such children to engage in any useful trade, occupation or
15 profession. As used in this Act "service-connected" means, with
16 respect to disability or death, that such disability was
17 incurred or aggravated, or that the death resulted from a
18 disability incurred or aggravated, in the performance of active
19 duty or active duty for training in the military services. Such
20 children shall be admitted to state educational institutions
21 free of tuition. No more than $250.00 may be paid under this
22 Act for any one child for any one school year.
