SYNOPSIS AS INTRODUCED:
 
New Act
625 ILCS 5/3-501.1   from Ch. 95 1/2, par. 3-501.1

    Creates the Low Digit License Plate Act and amends the Illinois Vehicle Code. Provides for the issuance of license plates numbered 1 through 9999, with no letters, and license plates containing a single, 2, or three letters only. Establishes conditions for the issuance of these plates. Provides that the Secretary of State shall adopt rules for implementing the Act. Provides that the new Act does not affect the reassignment and transfer rights of holders of low digit plates under the Illinois Vehicle Code.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Low
5 Digit License Plate Act.
 
6     Section 5. Definitions. As used in this Act, "low digit
7 license plate" means any license plate numbered 1 through
8 9,999, with no letters, and any license plate containing a
9 single, 2, or 3 letters only.
 
10     Section 10. Issuance of low digit license plates.
11     (a) Any low digit license plates that are not subject to
12 reassignment under Section 3-421 of the Vehicle Code shall be
13 issued as follows:
14          (1) Any low digit license plates that have not
15     previously been issued may not be issued until 60 days
16     after they become available to be issued.
17          (2) The Secretary of State shall maintain and update
18     weekly an Internet-based list of all available low digit
19     license plates.
20          (3) An applicant for low digit license plates may
21     apply for any available low digit license plate.
22          (4) Low digit license plates shall be issued to
23     individuals that applied for the low digit license plates
24     and paid any necessary fees. If there are 2 or more
25     applicants for a particular low digit license plate, the
26     low digit plate shall be issued to an applicant by means of
27     a lottery or other fair and impartial method of random
28     selection.
29          (5) An applicant for low digit license plates may
30     apply for alternate low digit license plates if his or her
31     first choice is unavailable.

1     Section 15. Secretary of State shall adopt rules to
2 implement this Act.
 
3     Section 20. Effect on other Acts. Nothing in this Act
4 affects the right of reassignment of a holder of low digit
5 plates under Section 3-421 of the Vehicle Code nor the right of
6 transfer of a holder of low digit license plates under Section
7 3-501.1 of that Code.
 
8     Section 90. The Illinois Vehicle Code is amended by
9 changing Section 3-501.1 as follows:
 
10     (625 ILCS 5/3-501.1)  (from Ch. 95 1/2, par. 3-501.1)
11     Sec. 3-501.1. Transfer or return of vanity, or
12 personalized, or low digit license plates. When any person who
13 has been issued vanity, or personalized, or low digit license
14 plates sells, trades or otherwise releases the ownership of the
15 vehicle upon which the vanity, or personalized, or low digit
16 license plates have been displayed, he shall immediately report
17 the transfer of such plates to an acquired motor vehicle
18 pursuant to Section 3-501 and pay the transfer fee or shall,
19 upon the request of the Secretary, immediately return such
20 plates to the Secretary of State. The right to reassignment of
21 the registration plate number shall apply as provided in
22 Section 3-421 of this Code.
