SYNOPSIS AS INTRODUCED:
 
20 ILCS 2405/18 new
405 ILCS 80/Art. VI heading new
405 ILCS 80/6-5 new

    Amends the Disabled Persons Rehabilitation Act and the Developmental Disability and Mental Disability Services Act. Prohibits the Department of Human Services from implementing a request-for-proposals (RFP) process for contracts to provide services under those Acts for FY06 until the Department (i) completes a cost-benefit analysis of the contracts to provide services under those Acts that were entered into for FY05 and (ii) reports its findings to the Governor and the General Assembly. Provides that the analysis must include an evaluation of the degree to which the recipients of the services were satisfied with the provision of those services. Effective immediately.

1     AN ACT concerning human services.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Disabled Persons Rehabilitation Act is
5 amended by adding Section 18 as follows:
 
6     (20 ILCS 2405/18 new)
7     Sec. 18. Requests for proposals. The Department may not
8 implement a request-for-proposals (RFP) process for obtaining
9 public bids on contracts to provide services under this Act for
10 the State fiscal year beginning July 1, 2005 until the
11 Department (i) completes a cost-benefit analysis of the
12 contracts to provide services under this Act that were entered
13 into pursuant to a public bidding process for the State fiscal
14 year beginning July 1, 2004 and (ii) reports its findings to
15 the Governor and the General Assembly. The analysis must
16 include an evaluation of the degree to which the recipients of
17 the services were satisfied with the provision of those
18 services.
 
19     Section 10. The Developmental Disability and Mental
20 Disability Services Act is amended by adding the heading of
21 Article VI and Section 6-5 as follows:

CONTRACTS FOR SERVICES

25     Sec. 6-5. Requests for proposals. The Department of Human

28 services under Article I, II, III, IV, or V of this Act for the
29 State fiscal year beginning July 1, 2005 until the Department

1 (i) completes a cost-benefit analysis of the contracts to
2 provide services under each of those Articles that were entered
3 into pursuant to a public bidding process for the State fiscal
4 year beginning July 1, 2004 and (ii) reports its findings to
5 the Governor and the General Assembly. The analysis must
6 include an evaluation of the degree to which the recipients of
7 the services were satisfied with the provision of those
8 services.
 
9     Section 99. Effective date. This Act takes effect upon
10 becoming law.
