SYNOPSIS AS INTRODUCED:
 
30 ILCS 605/1.02   from Ch. 127, par. 133b3

    Allows the Board of Trustees of Southern Illinois University to convey to the City of East St. Louis all rights, title, and interest of the Board of Trustees in and to real estate located at 411 E. Broadway in East St. Louis, Illinois, together with the improvements situated thereon. Amends the State Property Control Act to exclude the property from the definition of property. Effective immediately.

1     AN ACT concerning Southern Illinois University.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Board of Trustees of Southern Illinois
5 University is authorized to convey, by quitclaim deed executed
6 by the chairperson and attested by the secretary of the Board
7 of Trustees, to the City of East St. Louis all rights, title,
8 and interest of the Board of Trustees in and to real estate
9 located at 411 E. Broadway in East St. Louis, Illinois,
10 together with the improvements situated thereon, described as
11 follows:
12         Lots No. 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24,
13     25, 26, 27, 28, 29, 30, 31, 32 in Block No. 2 of "ST. CLAIR
14     SUBDIVISION OF THE CITY OF EAST ST. LOUIS"; reference being
15     had to the plat thereof recorded in the Recorder's Office
16     of St. Clair County, Illinois, in Book of Plats "B" on page
17     4.
18         Subject to easements, covenants, conditions and
19     restrictions of record.
20         Situated in the County of St. Clair in the State of
21     Illinois.
 
22     Section 10. The secretary of the Board of Trustees of
23 Southern Illinois University shall obtain a certified copy of
24 this Act within 60 days after its effective date and shall
25 record the certified document in the Recorder's Office of St.
26 Clair County, Illinois.
 
27     Section 90. The State Property Control Act is amended by
28 changing Section 1.02 as follows:

30     Sec. 1.02. "Property" means State owned property and

1 includes all real estate, with the exception of rights of way
2 for State water resource and highway improvements, traffic
3 signs and traffic signals, and with the exception of common
4 school property; and all tangible personal property with the
5 exception of properties specifically exempted by the
6 administrator, provided that any property originally
7 classified as real property which has been detached from its
8 structure shall be classified as personal property.
9     "Property" does not include property owned by the Illinois
10 Medical District Commission and leased or occupied by others
11 for purposes permitted under the Illinois Medical District Act.
12 "Property" also does not include property owned and held by the
13 Illinois Medical District Commission for redevelopment.
14     "Property" does not include property described under
15 Section 5 of Public Act 92-371 with respect to depositing the
16 net proceeds from the sale or exchange of the property as
17 provided in Section 10 of that Act.
18     "Property" does not include the property described under
19 Section 5 of this amendatory Act of the 93rd General Assembly.

21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
