SYNOPSIS AS INTRODUCED:
 
210 ILCS 135/12 new

    Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Requires the Department of Human Services to implement a 3-year pilot project in Will County or southern Cook County for the operation of 2 CILA homes for adolescents diagnosed with autism. Effective July 1, 2004.

1     AN ACT concerning health facilities.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Community-Integrated Living Arrangements
5 Licensure and Certification Act is amended by adding Section 12
6 as follows:
 
7     (210 ILCS 135/12 new)
8     Sec. 12. Pilot Project; CILAs for adolescents diagnosed
9 with autism.
10     (a) The Department shall implement a pilot project for the
11 operation of 2 community-integrated living arrangement homes
12 for adolescents who have been diagnosed with autism and who are
13 at least 13 years of age and not more than 18 years of age. The
14 homes shall be located in Will County or southern Cook County.
15 The homes shall operate 7 days per week and shall be staffed 24
16 hours per day. The homes shall feature maximum family
17 involvement based on a service and support agreement signed by
18 the adolescent's family and the provider. The duration of the
19 pilot project shall be 3 years.
20     (b) Each home must include on its staff a behavior
21 therapist. The provider shall ensure that the staff at each
22 home receives appropriate training in matters that include, but
23 need not be limited to, the following: behavior analysis, skill
24 training, and other methodologies of teaching such as discreet
25 trial and picture exchange communication system.
26     (c) The homes shall provide therapeutic and other support
27 services to the adolescents being served there. The therapeutic
28 curriculum shall be based on the principles of applied behavior
29 analysis.
30     (d) The Department shall adopt rules as necessary to
31 implement this Section.
 
32     Section 99. Effective date. This Act takes effect July 1,
