1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 18-8.10 as follows:
 
6     (105 ILCS 5/18-8.10 new)
7     Sec. 18-8.10. Fast growth grants.
8     (a) If there has been an increase in a school district's
9 student population over any 2 consecutive school years of (i)
10 over 1.5% in a district with over 10,000 pupils in average
11 daily attendance (as defined in Section 18-8.05 of this Code)
12 or (ii) over 10% in any other district, then the district is
13 eligible for a grant under this Section, subject to
14 appropriation.
15     (b) The State Board of Education shall determine a per
16 pupil grant amount for each school district based on the needs
17 of the district. The total grant amount for a district for any
18 given school year shall equal the per pupil grant amount
19 multiplied by the difference between the number of pupils in
20 average daily attendance for the first 3 months of the school
21 year and the number of pupils in average daily attendance for
22 the immediately preceding school year.
23     (c) Funds for grants under this Section must be
24 appropriated to the State Board of Education in a separate line
25 item for this purpose. If the amount appropriated in any fiscal
26 year is insufficient to pay all grants for a school year, then
27 the amount appropriated shall be prorated among eligible
28 districts. As soon as possible after funds have been
29 appropriated to the State Board of Education, the State Board
30 of Education shall distribute the grants to eligible districts.
31     (d) If a school district intentionally reports incorrect
32 average daily attendance numbers to receive a grant under this

1 Section, then the district shall be denied State aid in the
2 same manner as State aid is denied for intentional incorrect
3 reporting of average daily attendance numbers under Section
4 18-8.05 of this Code.
5     (e) The State Board of Education may adopt any rules
6 necessary to implement this Section.
 
7     Section 99. Effective date. This Act takes effect July 1,
8 2004.
