 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section  5.  The  following  amounts, or so much of those
 6    amounts as may be necessary, respectively, are   appropriated
 7    from  the  General  Revenue  Fund  to  the  Illinois  Student
 8    Assistance   Commission   for  its  ordinary  and  contingent
 9    expenses:

26        Section 10.  The sum of $100,000, or so much  thereof  as
27    may  be  necessary,  is  appropriated to the Illinois Student
28    Assistance Commission from the General Revenue Fund for costs
29    associated with federal costs allocation requirements.

 1        Section 15.  The sum of $10,000, or so  much  thereof  as
 2    may  be  necessary,  is  appropriated to the Illinois Student
 3    Assistance Commission from the Higher EdNet  Fund  for  costs
 4    associated  with administration of the Illinois Higher EdNet,
 5    a clearinghouse for  post-secondary education  financial  aid
 6    information.

 7        Section  20.  The  following  named  amounts,  or so much
 8    thereof as  may be necessary, respectively, are  appropriated
 9    to  the   Illinois  Student  Assistance Commission  from  the
10    Student Loan Operating Fund for its ordinary  and  contingent
11    expenses:

32    Assistance  Commission ($242,331,500 from the General Revenue

 1    Fund and $102,368,300 from the Education Assistance Fund) for
 2    payment of grant awards to students eligible to receive  such
 3    awards,  as  provided  by law, including up to $7,000,000 for
 4    transfer into the Monetary Award Program Reserve Fund.

 5        Section 30.  The  following  named  amount,  or  so  much
 6    thereof  as  may  be necessary, respectively, is appropriated
 7    from the Monetary Award Program Reserve Fund to the  Illinois
 8    Student Assistance Commission for the following purpose:

10    For payment of Monetary Award Program grant
11    awards to students eligible to receive such
12    awards, as provided by law ...................           $0

13        Section  35.  The  following  named  amounts,  or so much
14    thereof as may be necessary, respectively, are   appropriated
15    from  the   General  Revenue  Fund  to the  Illinois  Student
16    Assistance Commission for the following purposes:

18    For payment of  matching  grants  to  Illinois
19        institutions   to  supplement  scholarship
20        programs, as provided by law..............     $950,000
21    For payment of Merit Recognition  Scholarships
22        to  undergraduate students under the Merit
23        Recognition Scholarship  Program  provided
24        for  in Section 31 of the Higher Education
25        Student Assistance Act....................    5,400,000
26    For the payment of  scholarships  to  students
27        who  are  children of policemen or firemen
28        killed in the line of  duty,  or  who  are
29        dependents of correctional officers killed

19        Section 40.  The sum of $2,700,000, or so much thereof as
20    may be necessary, is appropriated from  the  General  Revenue
21    Fund  to  the  Illinois Student Assistance Commission for the
22    Loan Repayment for Teachers Program.

23        Section 45.  The  following  named  amount,  or  so  much
24    thereof  as  may  be  necessary,  is  appropriated  from  the
25    Illinois   Future  Teacher  Corps  Scholarship  Fund  to  the
26    Illinois Student  Assistance  Commission  for  the  following
27    purpose:

29    For payment of Illinois Future Teacher
30      Corps Scholarships, as provided by law ...........$  50,000

31        Section  50.  The  following  named  amount,  or  so much

 2    Revenue Fund to the Illinois  Student  Assistance  Commission
 3    for the following purpose:

 7        Section  55.  The  following  named  amount,  or  so much
 8    thereof  as  may  be  necessary,  is  appropriated  from  the
 9    Contracts and Grants Fund to the Illinois Student  Assistance
10    Commission for the following purpose:
11    To support outreach and training activities ........$  50,000

12        Section  60.  The  following  named  amount,  or  so much
13    thereof  as  may  be  necessary,  is  appropriated  from  the
14    Optometric Licensing  and  Disciplinary  Board  Fund  to  the
15    Illinois  Student  Assistance  Commission  for  the following
16    purpose:
17                       Grants and Scholarships
18    For payment of scholarships for the
19      Optometric Education Scholarship
20      Program, as provided by law ......................$  50,000

21        Section 65.  The following sum, or so much thereof as may
22    be  necessary,  is  appropriated  from  the  Federal  Student
23    Incentive Trust Fund for the Federal  Leveraging  Educational
24    Assistance and Supplemental Leveraging Educational Assistance
25    Programs  to  the Illinois Student Assistance  Commission for
26    the following purpose:

28    For payment of Monetary  Award  Program  grant
29      awards   to   full  and  part-time  students
30      eligible  to   receive   such   awards,   as
31      provided by law.............................   $3,700,000

 1        Section  70.  The  sum of $150,000, or so much thereof as
 2    may be necessary, is appropriated  to  the  Illinois  Student
 3    Assistance  Commission  from  the  General  Revenue  Fund for
 4    support  of  new  initiatives  to   increase   awareness   of
 5    educational and financial aid opportunities among underserved
 6    or underrepresented populations.

 7        Section  75.  The sum of $220,000,000, or so much thereof
 8    as may be necessary, is appropriated from the Federal Student
 9    Loan Fund to the Illinois Student Assistance  Commission  for
10    distribution when necessary as a result of the following: for
11    guarantees  of  loans  that are uncollectable, for collection
12    payments to the Student Loan Operating Fund as required under
13    agreements with the United States Secretary of Education, for
14    payment to  the  Student  Loan  Operating  Fund  for  Default
15    Aversion  Fees,  and for other distributions as necessary and
16    provided for under the Federal Higher Education Act.

17        Section 80.  The sum of $24,000,000, or so  much  thereof
18    as  may  be   necessary,    is   appropriated to the Illinois
19    Student Assistance Commission from the Student Loan Operating
20    Fund for distribution as necessary  for  the  following:  for
21    payment  of collection agency fees associated with collection
22    activities for Federal Family Education  Loans,  for  Default
23    Aversion  Fee  reversals,  and for distributions as necessary
24    and provided for under the Federal Higher Education Act.

25        Section 85.  The sum of $5,000,000, or so much thereof as
26    may be necessary, is appropriated  to  the  Illinois  Student
27    Assistance  Commission  from  the Student Loan Operating Fund
28    for costs associated with Federal Loan System Development and
29    Maintenance.

30        Section 90.  The sum of $13,000,000, or so  much  thereof

 1    as  may be necessary, is appropriated to the Illinois Student
 2    Assistance Commission from the Student  Loan  Operating  Fund
 3    for   transfer   to   the   Federal  Student  Loan  Fund  for
 4    reimbursement  of  sums  transferred  for   working   capital
 5    purposes as permitted by federal law.

 6        Section 95.  The sum of $1,300,000, or so much thereof as
 7    may  be  necessary,  is appropriated from the Federal Reserve
 8    Recall Fund to the Illinois Student Assistance Commission for
 9    default prevention activities and transfers  to  the  Student
10    Loan Operating Fund.

11        Section  100.  The  sum  of  $300,000, or so much of that
12    amount as may be necessary, is appropriated from the Accounts
13    Receivable Fund to the Illinois Student Assistance Commission
14    for costs  associated  with  the  collection  of   delinquent
15    scholarship  awards pursuant to the Illinois State Collection
16    Act of 1986.

17        Section 105.  The following  named  amount,  or  so  much
18    thereof as may be necessary, is appropriated from the Federal
19    Student  Assistance  Scholarship Fund to the Illinois Student
20    Assistance Commission for the following purpose:
21      For payment of Robert C. Byrd
22       Honors Scholarships........................   $1,800,000

23        Section 110.  The sum of $70,000, or so much  thereof  as
24    may  be   necessary,  is appropriated to the Illinois Student
25    Assistance Commission from  the  University  Grant  Fund  for
26    payment  of  grants  for  the  Higher Education License Plate
27    Program, as provided by law.

28        Section 115.  The following  named  amount,  or  so  much
29    thereof as may be necessary, is appropriated from the Federal

 1    Reserve  Recall  Fund  to  the  Illinois  Student  Assistance
 2    Commission for the following purpose:
 3    For student loan reserve recalled by the
 4      Secretary of Education, United States
 5      Department of Education, for transfer to
 6      the Federal Student Loan Fund .................$  4,000,000

 7        Section  120.  The  following  named  amount,  or so much
 8    thereof as may be necessary, is appropriated from the Federal
 9    Student Assistance Scholarship Fund to the  Illinois  Student
10    Assistance Commission for the following purpose:
11    For transferring repayment funds collected
12      under the Paul Douglas Teacher Scholarship
13      Program to the U.S. Treasury ....................$  400,000

14        Section  125.  The  following  named  amounts, or so much
15    thereof as  may  be  necessary,  are  appropriated  from  the
16    Student   Loan   Operating   Fund  to  the  Illinois  Student
17    Assistance Commission for the following purposes:
18    Enhance Outreach and Awareness ......................$162,500
19    E-Learning Initiative ..............................  250,000
20        Total                                            $412,500

21        Section 130.  Effective date.  This Act takes  effect  on
22    July 1, 2003.
