 1                    AMENDMENT TO HOUSE BILL 2206

 2        AMENDMENT NO.     .  Amend House Bill 2206 on page 2,  by
 3    replacing lines 23 through 33 with the following:
 4        "(d)  The  Authority  shall  distribute  grants  to local
 5    administering agencies according to a formula based  on  U.S.
 6    Census  data.  The formula shall determine percentages of the
 7    funds to be distributed to the  following  geographic  areas:
 8    (i)  Chicago;  (ii)  suburban  areas:  Cook County (excluding
 9    Chicago), DuPage  County,  Lake  County,  Kane  County,  Will
10    County,  and  McHenry County; (iii) small metropolitan areas:
11    Springfield,  Rockford,  Peoria,  Decatur,  Champaign-Urbana,
12    Bloomington-Normal,  Rock  Island,  DeKalb,  Madison  County,
13    Moline, Pekin, Rantoul, and St. Clair County; and (iv)  rural
14    areas.   A   geographic  area's  percentage  share  shall  be
15    determined by the total number of  households  that  have  an
16    annual  income  of less than 50% of State median income for a
17    household of 4 and that are paying more  than  30%  of  their
18    income for rent. Due to high job growth in certain areas, the
19    number  of  these  households  shall  be multiplied by 0.8 in
20    Chicago and by  1.5  in  the  suburban  counties  before  the
21    percentage   breakdowns   are   determined.   The  geographic
22    distribution shall be re-determined  by  the  Authority  each
23    time  new  U.S.  Census data becomes available. The Authority
24    shall phase in any  changes  to  the  geographic  formula  to

 1    prevent  a  large  withdrawal of resources from one area that
 2    could negatively impact households receiving  rental  housing
 3    support."; and

 4    on  page 4, line 3, by inserting "at least" immediately after
 5    "must use"."
