 1        AN ACT concerning elections.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Election  Code  is  amended  by  adding
 5    Section 9-8.7 as follows:

 6        (10 ILCS 5/9-8.7 new)
 7        Sec.  9-8.7.   Prohibited  offer or promise. An executive
 8    branch constitutional officer, an employee  of  an  executive
 9    branch  constitutional  officer,  or a candidate in a general
10    primary election or general election for an executive  branch
11    constitutional  office  may  not  promise  anything of value,
12    including but not limited to positions in  State  government,
13    promotions,  salary  increases,  or preferential treatment of
14    any type,  in  return  for  a  contribution  to  a  political
15    committee,  political  party, or other entity that has as one
16    of its purposes the financial  support  of  a  candidate  for
17    elective office.
18        For  the  purpose  of  this  Section:   executive  branch
19    constitutional   officer   means   the  Governor,  Lieutenant
20    Governor,  Secretary  of  State,  Attorney   General,   State
21    Treasurer,  and  State  Comptroller;  and  employee  means  a
22    full-time  or  part-time  salaried  employee  or  a  salaried
23    appointee   of   any   office,   board,  commission,  agency,
24    department,  authority,  administrative  unit,  or  corporate
25    outgrowth under the jurisdiction of the applicable officer or
26    entity.
27        Violation  of  this  Section  constitutes   grounds   for
28    disciplinary   action,   including   discharge,  against  the
29    offending officer or employee to the extent permissible under
30    the Illinois Constitution.   In  the  case  of  an  executive
31    branch  constitutional officer, violation of this Section may

 1    constitute grounds for his or her impeachment.
 2        Nothing in this Section prevents the making or  accepting
 3    of voluntary contributions otherwise in accordance with law.
