SENATE RESOLUTION

 
2    WHEREAS, Asthma is a chronic lung disease that impacts
325.2 million people in the United States, including 4.2
4million children; and
 
5    WHEREAS, An estimated 188,519 children and 832,244 adults
6in the State of Illinois suffer from asthma; and
 
7    WHEREAS, Asthma is a leading cause of childhood
8hospitalizations in Illinois; and
 
9    WHEREAS, Asthma symptoms are severely worsened by
10environmental triggers, such as secondhand smoke, allergens,
11and outdoor air pollution caused by industrial sources and
12motor vehicle emissions; and
 
13    WHEREAS, In Illinois, data regarding asthma reveals
14significant disparities; the asthma mortality rate is 5.5
15times higher for Black Illinoisans than white Illinoisans;
16substantially higher asthma rates are reported in Grundy,
17Edwards, Hamilton, Logan, and Wabash Counties than the state
18rate; substantially higher asthma-related hospitalizations are
19reported in several counties, including Cook, Hardin,
20Kankakee, Peoria, Pope, Sangamon, Will, and Vermilion; and

1    WHEREAS, Guidelines-based care for asthma sufferers
2improves health outcomes, including the quality and affordable
3healthcare coverage that provides access to and appropriate
4use of medications and treatments, the reimbursement for
5community health workers, asthma educators, and others in
6Illinois who can provide key environmental assessments and
7education, the expansion of in-home environmental education
8and interventions, the promotion of tobacco-free environments
9and coverage for smoking cessation products and counseling,
10the expanded access to undesignated Albuterol for schools
11through education of stakeholder groups, such as students,
12parents, school staff, pediatric clinicians, and pharmacists,
13and the annual state funding that provides adequate coverage
14to implement Single Maintenance and Reliever Therapy (SMART),
15the utilization of guidelines-based medications and other
16treatments for individuals that provide medical assistance
17program coverage for valved holding chambers and
18self-management education, and the universal alignment of
19Medicaid coverage across plans within the State; and
 
20    WHEREAS, The month of May has been designated as Asthma
21Awareness Month and the date of May 2, 2023 has been declared
22World Asthma Day; therefore, be it
 
23    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
24ASSEMBLY OF THE STATE OF ILLINOIS, that we declare May 2023 as

1Asthma Awareness Month in the State of Illinois; and be it
2further
 
3    RESOLVED, That we support the 2021-2026 Illinois Asthma
4State Plan, which strives to improve and expand asthma care,
5education, and self-management strategies in Illinois; and be
6it further
 
7    RESOLVED, That suitable copies of this resolution be
8delivered to the American Lung Association in Illinois and the
9Respiratory Health Association.
