SENATE RESOLUTION

 
2    WHEREAS, Daily access to an adequate shower or other
3facilities necessary to maintain hygiene is a human right; and
 
4    WHEREAS, Showering removes bacteria from the skin, which
5helps the body protect itself from infection and hinders the
6spread of disease; and
 
7    WHEREAS, Personal hygiene, including regular shower use,
8is essential to preserve health and maintain a socially
9acceptable appearance; being denied the opportunity to have a
10regular shower or otherwise keep up one's personal hygiene may
11be psychologically and physically degrading and humiliating;
12and
 
13    WHEREAS, Most institutions and facilities of the
14Department of Corrections do not have air conditioning, making
15daily access to bathing facilities especially important during
16warm seasons and after physical work to maintain hygiene and
17prevent offensive body odor that would impact residents and
18staff; and
 
19    WHEREAS, The right to access a bathing facility once per
20day preserves human dignity; therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we urge all
3institutions and facilities of the Department of Corrections
4to provide every committed person with access to bathing
5facilities once per day; and be it further
 
6    RESOLVED, That we urge, in the case of a lockdown, access
7to bathing facilities should be restricted for the first two
8days and, if the lockdown continues for more than two days, a
9committed person should be provided access to bathing
10facilities no less than once every two days for the duration of
11the lockdown.
