SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-820  from Ch. 95 1/2, par. 3-820

    Amends the Illinois Vehicle Code. Allows the Secretary of State to issue a new set of license plates to an owner of a vehicle whose plates were stolen. Provides that the new set of plates shall be issued without a fee. Requires the Secretary to assign a new number plate or plates in lieu of a duplicate of the plate or plates that were stolen. Make changes to the registration fee for lost or destroyed plates.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-820 as follows:
 
6    (625 ILCS 5/3-820)  (from Ch. 95 1/2, par. 3-820)
7    Sec. 3-820. Duplicate Number Plates.
8    (a) Upon filing in the Office of the Secretary of State an
9affidavit to the effect that an original number plate for a
10vehicle is lost, stolen or destroyed, a duplicate number plate
11shall be furnished upon payment of a fee of $6 for each
12duplicate plate and a fee of $9 for a pair of duplicate plates.
13    Upon filing in the Office of the Secretary of State an
14affidavit to the effect that an original registration sticker
15or digital registration sticker for a vehicle is lost, stolen
16or destroyed, a new registration sticker or digital
17registration sticker shall be furnished upon payment of a fee
18of $5 for registration stickers or digital registration
19stickers issued on or before February 28, 2005 and $20 for
20registration stickers or digital registration stickers issued
21on or after March 1, 2005.
22    The Secretary of State may, in his discretion, assign a
23new number plate or plates in lieu of a duplicate of the plate

1or plates so lost, stolen or destroyed, but such assignment of
2a new plate or plates shall not affect the right of the owner
3to secure a reassignment of his original registration number
4in the manner provided in this Act. The fee for one new number
5plate shall be $6, and for a pair of new number plates, $9.
6    For the administration of this Section, the Secretary
7shall consider the loss of a registration plate or digital
8registration plate or plates with properly affixed
9registration stickers or digital registration stickers as
10requiring the payment of:
11        (i) $11 for each duplicate issued on or before
12    February 28, 2005 and $26 for each duplicate issued on or
13    after March 1, 2005; or
14        (ii) $14 for a pair of duplicate plates issued on or
15    before February 28, 2005 and $29 for a pair of duplicate
16    plates issued on or after March 1, 2005.
17    (b) Upon filing in the Office of the Secretary of State a
18police report and an affidavit to the effect that an original
19number plate for a vehicle is stolen, a new plate shall be
20issued with no fee.
21    Upon filing in the Office of the Secretary of State a
22police report and an affidavit to the effect that an original
23registration sticker or a digital registration sticker for a
24vehicle is stolen, a new registration sticker or digital
25registration sticker shall be issued with no fee.
26    The Secretary of State shall assign a new number plate or

1plates in lieu of a duplicate of the plate or plates that were
2stolen. The replacement fees set forth under subsection (a)
3shall not apply to plates or registration stickers that were
4stolen and indicated in a police report.
