SYNOPSIS AS INTRODUCED:
 
210 ILCS 34/3-10 new

    Amends the Illinois Certified Community Behavioral Health Clinics Act. Provides that the Department of Healthcare and Family Services shall provide grants to certified community behavioral health clinics that have been selected to participate in the Department's demonstration programs with the United States Department of Health and Human Services. Provides that grants awarded by the Department shall be used for expenses related to identifying, planning, preparing for, and implementing plans and operations in accordance with State and federal certification criteria. Provides that each recipient of a grant shall be eligible for up to $1,500,000 for each certified community behavioral health clinic operated by the recipient and approved by the Department. Provides that the Department shall prescribe the form and manner of application for a grant. Provides that the Department may adopt any rules necessary to implement the provisions. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Certified Community Behavioral
5Health Clinics Act is amended by adding Section 3-10 as
6follows:
 
7    (210 ILCS 34/3-10 new)
8    Sec. 3-10. Grants.
9    (a) To further the implementation of certified community
10behavioral health clinics in the State of Illinois and to
11assist behavioral health care providers as they transition to
12this new model of treatment and holistic health, the
13Department of Healthcare and Family Services shall, subject to
14appropriation, provide grants to community behavioral health
15clinics that have been selected to participate in the
16Department of Healthcare and Family Services' community
17behavioral health clinic demonstration programs with the
18United States Department of Health and Human Services.
19    (b) Recipients eligible for grants under this Section
20shall use the grants for expenses related to identifying,
21planning, preparing for, and implementing plans and operations
22in accordance with State and federal community behavioral
23health clinic certification criteria. Grants shall be used to

1offset expenses associated with such identifying, planning,
2preparing for, and implementation incurred by the recipient.
3    (c) Each recipient shall be eligible for up to $1,500,000
4in community behavioral health clinic grant funding for each
5community behavioral health clinic site operated by the
6recipient and approved by the Department.
7    (d) Applicants seeking grants under this Section shall
8apply to the Department in a form and manner prescribed by the
9Department.
10    (e) The Department may adopt any rules necessary to
11implement this Section.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
