SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Job Training and Workforce Development Transparency Act. Provides that, within 6 months after the effective date of the Act, the Department of Commerce and Economic Opportunity, in coordination with relevant State agencies, shall compile a report concerning all State-funded job training and workforce development programs in the State. Provides that the report shall identify each State-funded job training and workforce development program in the State and provide specified information about each program. Provides that the Department shall collaborate with relevant State agencies to ensure the timely and accurate collection of information required for the report. Provides that the Department shall submit the report to the General Assembly and make the report accessible to the public on the Department's website no later than 6 months after the effective date of the Act. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Job
5Training and Workforce Development Transparency Act.
 
6    Section 5. Findings; legislative intent.
7    (a) The General Assembly finds that the State of Illinois
8allocates millions of dollars annually to various job training
9and workforce development programs to enhance the skills and
10employability of its residents.
11    (b) The General Assembly further finds that the effective
12utilization of public funds requires a transparent and
13accountable system to track the outcomes and impacts of
14State-funded job training programs.
15    (c) It has come to the attention of the General Assembly
16that there are currently programs receiving substantial State
17funding that lack a systematic and comprehensive tracking
18mechanism for assessing their success and impact on the
19targeted populations.
20    (d) The lack of standardized reporting on the allocation
21and effectiveness of these funds raises concerns regarding the
22State's ability to measure the return on investment, ensure
23equity in program access, and make informed decisions on

1resource allocation for future initiatives.
2    (e) The intent of this Act is to require the Department of
3Commerce and Economic Opportunity, in collaboration with
4affected State agencies, to compile a detailed report within 6
5months after the effective date of this Act, providing a
6comprehensive overview of all State-funded job training and
7workforce development programs in Illinois.
8    (f) By enacting this legislation, the General Assembly
9aims to ensure that Illinois residents receive maximum benefit
10from State-funded programs and that the State can make
11informed policy decisions based on a thorough understanding of
12the impact and outcomes of these initiatives.
13    (h) It is the further intent of the General Assembly that
14the reporting requirements established by this Act serve as a
15mechanism to identify successful programs, areas for
16improvement, and potential areas of duplication or overlap in
17order to optimize the efficiency and effectiveness of
18State-funded job training and workforce development efforts.
 
19    Section 10. Reporting requirements.
20    (a) Within 6 months after the effective date of this Act,
21the Department of Commerce and Economic Opportunity, in
22coordination with relevant State agencies, shall compile a
23report concerning all State-funded job training and workforce
24development programs in this State.
25    (b) The report shall identify each State-funded job

1training and workforce development program in this State and
2provide, at a minimum, the following information about each
3program:
4        (1) the name of the State agency that appropriated the
5    funding for the program;
6        (2) the source of the funding for the program;
7        (3) the name and location of the organizations that
8    received funding under the program;
9        (4) the population served by the organizations that
10    received funding and the demographic breakdown of that
11    population; and
12        (5) the outcomes of the program, including, but not
13    limited to:
14            (A) number of participants enrolled;
15            (B) demographic breakdown of participants;
16            (C) type of training provided;
17            (D) duration of the program;
18            (E) employment placement rate;
19            (F) wage growth and advancement of participants;
20            (G) retention rates in the workforce; and
21            (H) any additional metrics deemed necessary by the
22        Department of Commerce and Economic Opportunity.
 
23    Section 15. Coordination with State agencies. The
24Department of Commerce and Economic Opportunity shall
25collaborate with relevant State agencies to ensure the timely

1and accurate collection of information required for the report
2described in Section 10.
 
3    Section 20. Publication and accessibility. The Department
4of Commerce and Economic Opportunity shall submit the report
5described in Section 10 to the General Assembly and make the
6report accessible to the public on the Department's website no
7later than 6 months after the effective date of this Act.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
