SYNOPSIS AS INTRODUCED:
 
15 ILCS 335/4

    Amends the Illinois Identification Card Act. Provides that the Secretary of State shall issue a standard Illinois Identification Card to a person committed to the U.S. Bureau of Prisons (currently, only to persons committed to the Department of Corrections or Department of Juvenile Justice) upon receipt of specified information and shall issue a limited-term Illinois Identification Card valid for 90 days to a committed person upon release from the U.S. Bureau of Prisons (currently, only from the Department of Corrections or Department of Juvenile Justice) if the released person is unable to present the specified information. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Identification Card Act is amended
5by changing Section 4 as follows:

9    Sec. 4. Identification card.
10    (a) The Secretary of State shall issue a standard Illinois
11Identification Card to any natural person who is a resident of
12the State of Illinois who applies for such card, or renewal
13thereof. No identification card shall be issued to any person
14who holds a valid foreign state identification card, license,
15or permit unless the person first surrenders to the Secretary
16of State the valid foreign state identification card, license,
17or permit. The card shall be prepared and supplied by the
18Secretary of State and shall include a photograph and
19signature or mark of the applicant. However, the Secretary of
20State may provide by rule for the issuance of Illinois
21Identification Cards without photographs if the applicant has
22a bona fide religious objection to being photographed or to
23the display of his or her photograph. The Illinois

1Identification Card may be used for identification purposes in
2any lawful situation only by the person to whom it was issued.
3As used in this Act, "photograph" means any color photograph
4or digitally produced and captured image of an applicant for
5an identification card. As used in this Act, "signature" means
6the name of a person as written by that person and captured in
7a manner acceptable to the Secretary of State.
8    (a-5) If an applicant for an identification card has a
9current driver's license or instruction permit issued by the
10Secretary of State, the Secretary may require the applicant to
11utilize the same residence address and name on the
12identification card, driver's license, and instruction permit
13records maintained by the Secretary. The Secretary may
14promulgate rules to implement this provision.
15    (a-10) If the applicant is a judicial officer as defined
16in Section 1-10 of the Judicial Privacy Act or a peace officer,
17the applicant may elect to have his or her office or work
18address listed on the card instead of the applicant's
19residence or mailing address. The Secretary may promulgate
20rules to implement this provision. For the purposes of this
21subsection (a-10), "peace officer" means any person who by
22virtue of his or her office or public employment is vested by
23law with a duty to maintain public order or to make arrests for
24a violation of any penal statute of this State, whether that
25duty extends to all violations or is limited to specific
26violations.

1    (a-15) The Secretary of State may provide for an expedited
2process for the issuance of an Illinois Identification Card.
3The Secretary shall charge an additional fee for the expedited
4issuance of an Illinois Identification Card, to be set by
5rule, not to exceed $75. All fees collected by the Secretary
6for expedited Illinois Identification Card service shall be
7deposited into the Secretary of State Special Services Fund.
8The Secretary may adopt rules regarding the eligibility,
9process, and fee for an expedited Illinois Identification
10Card. If the Secretary of State determines that the volume of
11expedited identification card requests received on a given day
12exceeds the ability of the Secretary to process those requests
13in an expedited manner, the Secretary may decline to provide
14expedited services, and the additional fee for the expedited
15service shall be refunded to the applicant.
16    (a-20) The Secretary of State shall issue a standard
17Illinois Identification Card to a committed person upon
18release on parole, mandatory supervised release, aftercare
19release, final discharge, or pardon from the Department of
20Corrections or Department of Juvenile Justice, if the released
21person presents a certified copy of his or her birth
22certificate, social security card or other documents
23authorized by the Secretary, and 2 documents proving his or
24her Illinois residence address. Documents proving residence
25address may include any official document of the Department of
26Corrections or the Department of Juvenile Justice showing the

1released person's address after release and a Secretary of
2State prescribed certificate of residency form, which may be
3executed by Department of Corrections or Department of
4Juvenile Justice personnel.
5    (a-25) The Secretary of State shall issue a limited-term
6Illinois Identification Card valid for 90 days to a committed
7person upon release on parole, mandatory supervised release,
8aftercare release, final discharge, or pardon from the
9Department of Corrections or Department of Juvenile Justice,
10if the released person is unable to present a certified copy of
11his or her birth certificate and social security card or other
12documents authorized by the Secretary, but does present a
13Secretary of State prescribed verification form completed by
14the Department of Corrections or Department of Juvenile
15Justice, verifying the released person's date of birth and
16social security number and 2 documents proving his or her
17Illinois residence address. The verification form must have
18been completed no more than 30 days prior to the date of
19application for the Illinois Identification Card. Documents
20proving residence address shall include any official document
21of the Department of Corrections or the Department of Juvenile
22Justice showing the person's address after release and a
23Secretary of State prescribed certificate of residency, which
24may be executed by Department of Corrections or Department of
25Juvenile Justice personnel.
26    Prior to the expiration of the 90-day period of the

1limited-term Illinois Identification Card, if the released
2person submits to the Secretary of State a certified copy of
3his or her birth certificate and his or her social security
4card or other documents authorized by the Secretary, a
5standard Illinois Identification Card shall be issued. A
6limited-term Illinois Identification Card may not be renewed.
7    (a-30) The Secretary of State shall issue a standard
8Illinois Identification Card to a person upon conditional
9release or absolute discharge from the custody of the
10Department of Human Services, if the person presents a
11certified copy of his or her birth certificate, social
12security card, or other documents authorized by the Secretary,
13and a document proving his or her Illinois residence address.
14The Secretary of State shall issue a standard Illinois
15Identification Card to a person prior to his or her
16conditional release or absolute discharge if personnel from
17the Department of Human Services bring the person to a
18Secretary of State location with the required documents.
19Documents proving residence address may include any official
20document of the Department of Human Services showing the
21person's address after release and a Secretary of State
22prescribed verification form, which may be executed by
23personnel of the Department of Human Services.
24    (a-35) The Secretary of State shall issue a limited-term
25Illinois Identification Card valid for 90 days to a person
26upon conditional release or absolute discharge from the

1custody of the Department of Human Services, if the person is
2unable to present a certified copy of his or her birth
3certificate and social security card or other documents
4authorized by the Secretary, but does present a Secretary of
5State prescribed verification form completed by the Department
6of Human Services, verifying the person's date of birth and
7social security number, and a document proving his or her
8Illinois residence address. The verification form must have
9been completed no more than 30 days prior to the date of
10application for the Illinois Identification Card. The
11Secretary of State shall issue a limited-term Illinois
12Identification Card to a person no sooner than 14 days prior to
13his or her conditional release or absolute discharge if
14personnel from the Department of Human Services bring the
15person to a Secretary of State location with the required
16documents. Documents proving residence address shall include
17any official document of the Department of Human Services
18showing the person's address after release and a Secretary of
19State prescribed verification form, which may be executed by
20personnel of the Department of Human Services.
21    (b) The Secretary of State shall issue a special Illinois
22Identification Card, which shall be known as an Illinois
23Person with a Disability Identification Card, to any natural
24person who is a resident of the State of Illinois, who is a
25person with a disability as defined in Section 4A of this Act,
26who applies for such card, or renewal thereof. No Illinois

1Person with a Disability Identification Card shall be issued
2to any person who holds a valid foreign state identification
3card, license, or permit unless the person first surrenders to
4the Secretary of State the valid foreign state identification
5card, license, or permit. The Secretary of State shall charge
6no fee to issue such card. The card shall be prepared and
7supplied by the Secretary of State, and shall include a
8photograph and signature or mark of the applicant, a
9designation indicating that the card is an Illinois Person
10with a Disability Identification Card, and shall include a
11comprehensible designation of the type and classification of
12the applicant's disability as set out in Section 4A of this
13Act. However, the Secretary of State may provide by rule for
14the issuance of Illinois Person with a Disability
15Identification Cards without photographs if the applicant has
16a bona fide religious objection to being photographed or to
17the display of his or her photograph. If the applicant so
18requests, the card shall include a description of the
19applicant's disability and any information about the
20applicant's disability or medical history which the Secretary
21determines would be helpful to the applicant in securing
22emergency medical care. If a mark is used in lieu of a
23signature, such mark shall be affixed to the card in the
24presence of two witnesses who attest to the authenticity of
25the mark. The Illinois Person with a Disability Identification
26Card may be used for identification purposes in any lawful

1situation by the person to whom it was issued.
2    The Illinois Person with a Disability Identification Card
3may be used as adequate documentation of disability in lieu of
4a physician's determination of disability, a determination of
5disability from a physician assistant, a determination of
6disability from an advanced practice registered nurse, or any
7other documentation of disability whenever any State law
8requires that a person with a disability provide such
9documentation of disability, however an Illinois Person with a
10Disability Identification Card shall not qualify the
11cardholder to participate in any program or to receive any
12benefit which is not available to all persons with like
13disabilities. Notwithstanding any other provisions of law, an
14Illinois Person with a Disability Identification Card, or
15evidence that the Secretary of State has issued an Illinois
16Person with a Disability Identification Card, shall not be
17used by any person other than the person named on such card to
18prove that the person named on such card is a person with a
19disability or for any other purpose unless the card is used for
20the benefit of the person named on such card, and the person
21named on such card consents to such use at the time the card is
22so used.
23    An optometrist's determination of a visual disability
24under Section 4A of this Act is acceptable as documentation
25for the purpose of issuing an Illinois Person with a
26Disability Identification Card.

1    When medical information is contained on an Illinois
2Person with a Disability Identification Card, the Office of
3the Secretary of State shall not be liable for any actions
4taken based upon that medical information.
5    (c) The Secretary of State shall provide that each
6original or renewal Illinois Identification Card or Illinois
7Person with a Disability Identification Card issued to a
8person under the age of 21 shall be of a distinct nature from
9those Illinois Identification Cards or Illinois Person with a
10Disability Identification Cards issued to individuals 21 years
11of age or older. The color designated for Illinois
12Identification Cards or Illinois Person with a Disability
13Identification Cards for persons under the age of 21 shall be
14at the discretion of the Secretary of State.
15    (c-1) Each original or renewal Illinois Identification
16Card or Illinois Person with a Disability Identification Card
17issued to a person under the age of 21 shall display the date
18upon which the person becomes 18 years of age and the date upon
19which the person becomes 21 years of age.
20    (c-3) The General Assembly recognizes the need to identify
21military veterans living in this State for the purpose of
22ensuring that they receive all of the services and benefits to
23which they are legally entitled, including healthcare,
24education assistance, and job placement. To assist the State
25in identifying these veterans and delivering these vital
26services and benefits, the Secretary of State is authorized to

1issue Illinois Identification Cards and Illinois Person with a
2Disability Identification Cards with the word "veteran"
3appearing on the face of the cards. This authorization is
4predicated on the unique status of veterans. The Secretary may
5not issue any other identification card which identifies an
6occupation, status, affiliation, hobby, or other unique
7characteristics of the identification card holder which is
8unrelated to the purpose of the identification card.
9    (c-5) Beginning on or before July 1, 2015, the Secretary
10of State shall designate a space on each original or renewal
11identification card where, at the request of the applicant,
12the word "veteran" shall be placed. The veteran designation
13shall be available to a person identified as a veteran under
14subsection (b) of Section 5 of this Act who was discharged or
15separated under honorable conditions.
16    (d) The Secretary of State may issue a Senior Citizen
17discount card, to any natural person who is a resident of the
18State of Illinois who is 60 years of age or older and who
19applies for such a card or renewal thereof. The Secretary of
20State shall charge no fee to issue such card. The card shall be
21issued in every county and applications shall be made
22available at, but not limited to, nutrition sites, senior
23citizen centers and Area Agencies on Aging. The applicant,
24upon receipt of such card and prior to its use for any purpose,
25shall have affixed thereon in the space provided therefor his
26signature or mark.

1    (e) The Secretary of State, in his or her discretion, may
2designate on each Illinois Identification Card or Illinois
3Person with a Disability Identification Card a space where the
4card holder may place a sticker or decal, issued by the
5Secretary of State, of uniform size as the Secretary may
6specify, that shall indicate in appropriate language that the
7card holder has renewed his or her Illinois Identification
8Card or Illinois Person with a Disability Identification Card.

26residency shall be established by submission of a Secretary of

2completed by the respective Department or Bureau.
3    (a-25) The Secretary of State shall issue a limited-term
4Illinois Identification Card valid for 90 days to a committed
5person upon release on parole, mandatory supervised release,
6aftercare release, final discharge, or pardon from the
7Department of Corrections, or Department of Juvenile Justice,
8or U.S. Bureau of Prisons if the released person is unable to
9present a certified copy of his or her birth certificate and
10social security card or other documents authorized by the
11Secretary, but does present a Secretary of State prescribed
12Identification Card verification form completed by the
13Department of Corrections, or Department of Juvenile Justice,

16citizen centers and Area Agencies on Aging. The applicant,
17upon receipt of such card and prior to its use for any purpose,
18shall have affixed thereon in the space provided therefor his
19signature or mark.
20    (e) The Secretary of State, in his or her discretion, may
21designate on each Illinois Identification Card or Illinois
22Person with a Disability Identification Card a space where the
23card holder may place a sticker or decal, issued by the
24Secretary of State, of uniform size as the Secretary may
25specify, that shall indicate in appropriate language that the
26card holder has renewed his or her Illinois Identification

4    Sec. 4. Identification card.
5    (a) The Secretary of State shall issue a standard Illinois
6Identification Card to any natural person who is a resident of
7the State of Illinois who applies for such card, or renewal
8thereof. No identification card shall be issued to any person
9who holds a valid foreign state identification card, license,
10or permit unless the person first surrenders to the Secretary
11of State the valid foreign state identification card, license,
12or permit. The card shall be prepared and supplied by the
13Secretary of State and shall include a photograph and
14signature or mark of the applicant. However, the Secretary of
15State may provide by rule for the issuance of Illinois
16Identification Cards without photographs if the applicant has
17a bona fide religious objection to being photographed or to
18the display of his or her photograph. The Illinois
19Identification Card may be used for identification purposes in
20any lawful situation only by the person to whom it was issued.
21As used in this Act, "photograph" means any color photograph
22or digitally produced and captured image of an applicant for
23an identification card. As used in this Act, "signature" means
24the name of a person as written by that person and captured in
25a manner acceptable to the Secretary of State.

1    (a-5) If an applicant for an identification card has a
2current driver's license or instruction permit issued by the
3Secretary of State, the Secretary may require the applicant to
4utilize the same residence address and name on the
5identification card, driver's license, and instruction permit
6records maintained by the Secretary. The Secretary may
7promulgate rules to implement this provision.
8    (a-10) If the applicant is a judicial officer as defined
9in Section 1-10 of the Judicial Privacy Act or a peace officer,
10the applicant may elect to have his or her office or work
11address listed on the card instead of the applicant's
12residence or mailing address. The Secretary may promulgate
13rules to implement this provision. For the purposes of this
14subsection (a-10), "peace officer" means any person who by
15virtue of his or her office or public employment is vested by
16law with a duty to maintain public order or to make arrests for
17a violation of any penal statute of this State, whether that
18duty extends to all violations or is limited to specific
19violations.
20    (a-15) The Secretary of State may provide for an expedited
21process for the issuance of an Illinois Identification Card.
22The Secretary shall charge an additional fee for the expedited
23issuance of an Illinois Identification Card, to be set by
24rule, not to exceed $75. All fees collected by the Secretary
25for expedited Illinois Identification Card service shall be
26deposited into the Secretary of State Special Services Fund.

1The Secretary may adopt rules regarding the eligibility,
2process, and fee for an expedited Illinois Identification
3Card. If the Secretary of State determines that the volume of
4expedited identification card requests received on a given day
5exceeds the ability of the Secretary to process those requests
6in an expedited manner, the Secretary may decline to provide
7expedited services, and the additional fee for the expedited
8service shall be refunded to the applicant.
9    (a-20) The Secretary of State shall issue a standard
10Illinois Identification Card to a person committed to the
11Department of Corrections, or Department of Juvenile Justice,
12or U.S. Bureau of Prisons upon receipt of the person's birth
13certificate, social security card, if the person has a social
14security number, photograph, proof of residency upon
15discharge, and an identification card application transferred
16via a secure method as agreed upon by the Secretary and the
17Department of Corrections, or Department of Juvenile Justice,
18or U.S. Bureau of Prisons if the person has a social security
19number,. Illinois residency shall be established by submission
20of a Secretary of State prescribed Identification Card
21verification form completed by the respective Department or
22Bureau.
23    (a-25) The Secretary of State shall issue a limited-term
24Illinois Identification Card valid for 90 days to a committed
25person upon release on parole, mandatory supervised release,
26aftercare release, final discharge, or pardon from the

1Department of Corrections, or Department of Juvenile Justice,
2or U.S. Bureau of Prisons if the released person is unable to
3present a certified copy of his or her birth certificate and
4social security card, if the person has a social security
5number, or other documents authorized by the Secretary, but
6does present a Secretary of State prescribed Identification
7Card verification form completed by the Department of
8Corrections, or Department of Juvenile Justice, or U.S. Bureau
9of Prisons verifying the released person's date of birth,
10social security number, if the person has a social security
11number, and his or her Illinois residence address. The
12verification form must have been completed no more than 30
13days prior to the date of application for the Illinois
14Identification Card.
15    Prior to the expiration of the 90-day period of the
16limited-term Illinois Identification Card, if the released
17person submits to the Secretary of State a certified copy of
18his or her birth certificate and his or her social security
19card, if the person has a social security number, or other
20documents authorized by the Secretary, a standard Illinois
21Identification Card shall be issued. A limited-term Illinois
22Identification Card may not be renewed.
23    (a-30) The Secretary of State shall issue a standard
24Illinois Identification Card to a person upon conditional
25release or absolute discharge from the custody of the
26Department of Human Services, if the person presents a

1certified copy of his or her birth certificate, social
2security card, if the person has a social security number, or
3other documents authorized by the Secretary, and a document
4proving his or her Illinois residence address. The Secretary
5of State shall issue a standard Illinois Identification Card
6to a person prior to his or her conditional release or absolute
7discharge if personnel from the Department of Human Services
8bring the person to a Secretary of State location with the
9required documents. Documents proving residence address may
10include any official document of the Department of Human
11Services showing the person's address after release and a
12Secretary of State prescribed verification form, which may be
13executed by personnel of the Department of Human Services.
14    (a-35) The Secretary of State shall issue a limited-term
15Illinois Identification Card valid for 90 days to a person
16upon conditional release or absolute discharge from the
17custody of the Department of Human Services, if the person is
18unable to present a certified copy of his or her birth
19certificate and social security card, if the person has a
20social security number, or other documents authorized by the
21Secretary, but does present a Secretary of State prescribed
22verification form completed by the Department of Human
23Services, verifying the person's date of birth and social
24security number, if the person has a social security number,
25and a document proving his or her Illinois residence address.
26The verification form must have been completed no more than 30

1days prior to the date of application for the Illinois
2Identification Card. The Secretary of State shall issue a
3limited-term Illinois Identification Card to a person no
4sooner than 14 days prior to his or her conditional release or
5absolute discharge if personnel from the Department of Human
6Services bring the person to a Secretary of State location
7with the required documents. Documents proving residence
8address shall include any official document of the Department
9of Human Services showing the person's address after release
10and a Secretary of State prescribed verification form, which
11may be executed by personnel of the Department of Human
12Services.
13    (b) The Secretary of State shall issue a special Illinois
14Identification Card, which shall be known as an Illinois
15Person with a Disability Identification Card, to any natural
16person who is a resident of the State of Illinois, who is a
17person with a disability as defined in Section 4A of this Act,
18who applies for such card, or renewal thereof. No Illinois
19Person with a Disability Identification Card shall be issued
20to any person who holds a valid foreign state identification
21card, license, or permit unless the person first surrenders to
22the Secretary of State the valid foreign state identification
23card, license, or permit. The Secretary of State shall charge
24no fee to issue such card. The card shall be prepared and
25supplied by the Secretary of State, and shall include a
26photograph and signature or mark of the applicant, a

1designation indicating that the card is an Illinois Person
2with a Disability Identification Card, and shall include a
3comprehensible designation of the type and classification of
4the applicant's disability as set out in Section 4A of this
5Act. However, the Secretary of State may provide by rule for
6the issuance of Illinois Person with a Disability
7Identification Cards without photographs if the applicant has
8a bona fide religious objection to being photographed or to
9the display of his or her photograph. If the applicant so
10requests, the card shall include a description of the
11applicant's disability and any information about the
12applicant's disability or medical history which the Secretary
13determines would be helpful to the applicant in securing
14emergency medical care. If a mark is used in lieu of a
15signature, such mark shall be affixed to the card in the
16presence of two witnesses who attest to the authenticity of
17the mark. The Illinois Person with a Disability Identification
18Card may be used for identification purposes in any lawful
19situation by the person to whom it was issued.
20    The Illinois Person with a Disability Identification Card
21may be used as adequate documentation of disability in lieu of
22a physician's determination of disability, a determination of
23disability from a physician assistant, a determination of
24disability from an advanced practice registered nurse, or any
25other documentation of disability whenever any State law
26requires that a person with a disability provide such

1documentation of disability, however an Illinois Person with a
2Disability Identification Card shall not qualify the
3cardholder to participate in any program or to receive any
4benefit which is not available to all persons with like
5disabilities. Notwithstanding any other provisions of law, an
6Illinois Person with a Disability Identification Card, or
7evidence that the Secretary of State has issued an Illinois
8Person with a Disability Identification Card, shall not be
9used by any person other than the person named on such card to
10prove that the person named on such card is a person with a
11disability or for any other purpose unless the card is used for
12the benefit of the person named on such card, and the person
13named on such card consents to such use at the time the card is
14so used.
15    An optometrist's determination of a visual disability
16under Section 4A of this Act is acceptable as documentation
17for the purpose of issuing an Illinois Person with a
18Disability Identification Card.
19    When medical information is contained on an Illinois
20Person with a Disability Identification Card, the Office of
21the Secretary of State shall not be liable for any actions
22taken based upon that medical information.
23    (c) The Secretary of State shall provide that each
24original or renewal Illinois Identification Card or Illinois
25Person with a Disability Identification Card issued to a
26person under the age of 21 shall be of a distinct nature from

1those Illinois Identification Cards or Illinois Person with a
2Disability Identification Cards issued to individuals 21 years
3of age or older. The color designated for Illinois
4Identification Cards or Illinois Person with a Disability
5Identification Cards for persons under the age of 21 shall be
6at the discretion of the Secretary of State.
7    (c-1) Each original or renewal Illinois Identification
8Card or Illinois Person with a Disability Identification Card
9issued to a person under the age of 21 shall display the date
10upon which the person becomes 18 years of age and the date upon
11which the person becomes 21 years of age.
12    (c-3) The General Assembly recognizes the need to identify
13military veterans living in this State for the purpose of
14ensuring that they receive all of the services and benefits to
15which they are legally entitled, including healthcare,
16education assistance, and job placement. To assist the State
17in identifying these veterans and delivering these vital
18services and benefits, the Secretary of State is authorized to
19issue Illinois Identification Cards and Illinois Person with a
20Disability Identification Cards with the word "veteran"
21appearing on the face of the cards. This authorization is
22predicated on the unique status of veterans. The Secretary may
23not issue any other identification card which identifies an
24occupation, status, affiliation, hobby, or other unique
25characteristics of the identification card holder which is
26unrelated to the purpose of the identification card.

1    (c-5) Beginning on or before July 1, 2015, the Secretary
2of State shall designate a space on each original or renewal
3identification card where, at the request of the applicant,
4the word "veteran" shall be placed. The veteran designation
5shall be available to a person identified as a veteran under
6subsection (b) of Section 5 of this Act who was discharged or
7separated under honorable conditions.
8    (d) The Secretary of State may issue a Senior Citizen
9discount card, to any natural person who is a resident of the
10State of Illinois who is 60 years of age or older and who
11applies for such a card or renewal thereof. The Secretary of
12State shall charge no fee to issue such card. The card shall be
13issued in every county and applications shall be made
14available at, but not limited to, nutrition sites, senior
15citizen centers and Area Agencies on Aging. The applicant,
16upon receipt of such card and prior to its use for any purpose,
17shall have affixed thereon in the space provided therefor his
18signature or mark.
19    (e) The Secretary of State, in his or her discretion, may
20designate on each Illinois Identification Card or Illinois
21Person with a Disability Identification Card a space where the
22card holder may place a sticker or decal, issued by the
23Secretary of State, of uniform size as the Secretary may
24specify, that shall indicate in appropriate language that the
25card holder has renewed his or her Illinois Identification
26Card or Illinois Person with a Disability Identification Card.

3    Section 95. No acceleration or delay. Where this Act makes
4changes in a statute that is represented in this Act by text
5that is not yet or no longer in effect (for example, a Section
6represented by multiple versions), the use of that text does
7not accelerate or delay the taking effect of (i) the changes
8made by this Act or (ii) provisions derived from any other
9Public Act.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
