AMENDMENT TO SENATE BILL 2403

2    AMENDMENT NO. ______. Amend Senate Bill 2403 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Survivor Transportation Assistance Act.
 
6    Section 5. Illinois Domestic Violence, Sexual Assault, and
7Human Trafficking Transportation Assistance Program.
8    (a) No later than 180 days after the effective date of this
9Act, the Department of Human Services and the Department of
10Transportation shall establish the Domestic Violence, Sexual
11Assault, and Human Trafficking Transportation Assistance
12Program.
13    (b) The Department of Transportation and the Department of
14Human Services shall coordinate with regional transit
15authorities across the State to create a universal mass
16transit card. The transportation card shall be accepted in all

1regional and local transit authorities across the State for
2the purposes of transportation for survivors of domestic
3violence, sexual assault, and human trafficking. The transit
4card shall be plastic or laminated and wallet sized, contain
5no information that would reference the transportation
6assistance program, and have an expiration date. The card
7shall also be available electronically and shall be given to
8domestic violence, sexual assault, and human trafficking
9direct service providers to distribute to survivors.
10    (c) The Program shall fund the transportation of survivors
11when employees or volunteers of direct service providers incur
12expenses for the transportation of a survivor of domestic
13violence, sexual assault, or human trafficking or the victim's
14survivor's family or household members. The Program shall
15provide gas cards to survivors. The Program may provide for
16the lease of motor vehicles by direct service providers of
17domestic violence, sexual assault, and human trafficking.
18    (d) The Program shall establish or provide funding for
19ridesharing arrangements across the State for the
20transportation of survivors of domestic violence, sexual
21assault, and human trafficking.
22    (e) In coordination with the Illinois Coalition Against
23Domestic Violence, the Illinois Coalition Against Sexual
24Assault, and the operator of the Illinois Domestic Violence
25Hotline, the Department of Human Services shall create a grant
26process to administer Program funds for uses related to

1transportation under subsections (b), (c), and (d).
 
2    Section 10. Program funding.
3    (a) All funds appropriated for purposes of the Program
4must be deposited into the Domestic Violence, Sexual Assault,
5and Human Trafficking Transportation Assistance Fund, a
6special fund that is created in the State treasury, and funds
7within the Fund may be expended for Program purposes described
8in Section 5. Amounts appropriated into the Fund for
9designated purposes may only be used for the designated
10purposes.
11    (b) The Fund is not subject to sweeps, charge-backs, or
12any other fiscal or budgetary maneuver that would in any way
13transfer any moneys from the Fund into any other fund.
 
14    Section 20. Rules. The Department of Human Services and
15the Department of Transportation may adopt rules or joint
16rules to implement this Act.
 
17    Section 100. The State Finance Act is amended by adding
18Section 5.990 as follows:
 
19    (30 ILCS 105/5.990 new)
20    Sec. 5.990. The Domestic Violence, Sexual Assault, and
21Human Trafficking Transportation Assistance Fund.".
