AMENDMENT TO SENATE BILL 2388

2    AMENDMENT NO. ______. Amend Senate Bill 2388 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Reimagine Public Safety Act is amended by
5adding Section 35-37 as follows:
 
6    (430 ILCS 69/35-37 new)
7    Sec. 35-37. Future Through Employment for Young Adults
8Program.
9    (a) Subject to appropriation, the Office of Firearm
10Violence Prevention shall establish a Future Through
11Employment for Young Adults Program to award grants to
12nonprofit entities to train young adults for the workforce and
13to place them in jobs with partners in the private and public
14sectors.
15    (b) As part of the Future Through Employment for Young
16Adults Program, the Office shall operate a school-year program

1and a summer program as follows:
2        (1) The school-year program shall operate during the
3    school year of the district in which the program
4    participant is located. Program participants enrolled in
5    the school-year program will work 12 to 35 hours per week
6    at an employer participating in the program at the rate of
7    $15 per hour or the prevailing minimum wage in that
8    county, whichever is higher. The Office shall enroll
9    80,0000 participants in the school-year program.
10        (2) The summer program shall operate during the summer
11    break of the district where the program participant is
12    located. Program participants enrolled in the summer
13    program will work 25 hours per week at an employer
14    participating in the program at the rate of $15 per hour or
15    the prevailing minimum wage in that county, whichever is
16    higher. The Office shall enroll 80,0000 participants in
17    the school-year program.
18    (c) The Office shall work with local community-based
19organizations that interact with jobless youth and young
20adults and provide them strong, consistent support to build
21their work-related skills of showing up on time, working
22collaboratively with others, following instructions, and other
23critical skills to place participating students with an
24employer. The Office shall also coordinate with employers to
25provide program participants with jobs after training.
26    (d) The Office shall establish eligibility criteria for

2    (e) The Office may adopt any rules necessary to administer
3the provisions of this Section.".
