AMENDMENT TO SENATE BILL 2354

2    AMENDMENT NO. ______. Amend Senate Bill 2354 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Science in Elementary Schools Task Force.
8    (a) The State Board of Education shall create the Science
9in Elementary Schools Task Force. The State Board of Education
10shall appoint science and health education specialists,
11educators or former educators who teach or have taught the
12subject of science or health, medical doctors, doctors of
13osteopathy or osteopathic medicine, parents, registered
14nurses, chiropractic physicians, exercise physiologists, and
15physical therapists to the Task Force.
16    The members of the Task Force shall serve without

1compensation.
2    (b) The State Board of Education shall provide
3administrative support to the Task Force.
4    (c) By June 1, 2024, the Task Force shall create a
5crosswalk and alignment of the current Illinois Learning
6Standards, the Next Generation Science Standards adopted by
7the State Board of Education, and the Illinois Learning
8Standards for Science, with links to available resources so
9elementary teachers have access to high quality,
10age-appropriate, and free educational materials that are
11centered on anatomy, physiology, and nutrition to empower
12students with the knowledge of their own bodies and to care for
13their own health and well-being throughout their lives.
14    (d) The Task Force shall focus its recommendations on how
15to empower students with the knowledge to adequately
16understand their own bodies and care for their own health and
17well-being throughout their lives, with the idea that science
18education is more human-centered. The Task Force shall
19additionally focus on connecting this human-centered science
20education with other sciences as students advance to other
21areas of their science education, such as chemistry, biology,
22and physics, taught at later grade levels.
23    (e) The Task Force shall make recommendations to the State
24Board of Education on updating its science standards by
25December 31, 2025. By December 31, 2030, the State Board of
26Education shall review and provide updates as appropriate to

1the crosswalk and alignment documents and elementary
2storylines. The State Board of Education shall conduct these
3reviews and provide these updates, at a minimum, every 5 years
4thereafter.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.".
