SYNOPSIS AS INTRODUCED:
 
20 ILCS 2605/2605-625 new

    Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Illinois State Police shall establish a Uniform Statewide Crime Statistics Task Force within 90 days after the effective date of the amendatory Act. Provides for the appointment of the members to the Task Force by the Director of the Illinois State Police. Provides that the Task Force shall meet at least monthly to assist the Illinois State Police in the development and implementation of an integrated software system for gathering and publishing crime data from all law enforcement agencies throughout the State. Requires submission, within one year after the effective date of the amendatory Act, of a final report and recommendations to the Director of the Illinois State Police with, at a minimum, the following information: progress on the development of the integrated software system, what the expected cost would be to implement the integrated software system, and what protocols on accessing and updating the information should be implemented. Dissolves the Task Force and repeals the provisions 2 years after the effective date of the amendatory Act.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Findings. The General Assembly finds:
5        (1) As data tracking is necessary to develop effective
6    solutions to lower crime and to prioritize limited
7    resources, an integrated and accurate data system will
8    allow law enforcement agencies to better serve victims, to
9    analyze responses, and to strive to eliminate racial
10    disparities in the local and State responses to crime.
11        (2) Aside from allowing local prosecutors and police
12    to calibrate their response to crime trends, updated data
13    will allow State leaders and policymakers to effectively
14    hone their legislative responses and to distribute
15    resources to successful strategies.
16        (3) An integrated software system would better assist
17    law enforcement agencies in keeping Illinois communities
18    safe from crime.
 
19    Section 5. The Illinois State Police Law of the Civil
20Administrative Code of Illinois is amended by adding Section
212605-625 as follows:

1    Sec. 2605-625. Uniform Statewide Crime Statistics Task
2Force.
3    (a) The Illinois State Police shall establish a Uniform
4Statewide Crime Statistics Task Force within 90 days after the
5effective date of this amendatory Act of the 103rd General
6Assembly.
7    (b) The Task Force shall include the following members
8appointed by the Director of the Illinois State Police:
9        (1) Two individuals representing the Illinois State
10    Police.
11        (2) Two individuals from an organization representing
12    State's Attorneys in Illinois.
13        (3) Two individuals from an organization representing
14    Illinois chiefs of police.
15        (4) Two individuals from an organization representing
16    sworn officers of Illinois law enforcement agencies.
17        (5) Two individuals representing the Office of Firearm
18    Violence Prevention of the Department of Human Services.
19        (6) Two individuals from a membership organization
20    whose mission is to stop domestic violence.
21        (7) Two individuals from the Office of the Secretary
22    of State.
23        (8) Two individuals representing the Department of
24    Innovation and Technology.
25    The Director of the Illinois State Police, or his or her
26designee, shall serve as Chair of the Task Force. Members

1shall serve for the entirety of the Task Force without
2compensation. If a vacancy occurs in the Task Force
3membership, the vacancy shall be filled in the same manner as
4the original appointment for the remainder of the unexpired
5term.
6    (c) The Illinois State Police shall provide administrative
7and other support to the Task Force.
8    (d) The Task Force shall meet at least monthly to assist
9the Illinois State Police in the development and
10implementation of an integrated software system for gathering
11and publishing crime data from all law enforcement agencies
12throughout the State.
13    (e) At the conclusion of its work, the Task Force shall
14submit, no later than one year after the effective date of this
15amendatory Act of the 103rd General Assembly, a final report
16and recommendations to the Director of the Illinois State
17Police that reports, at a minimum, on the development of the
18integrated software system, what the expected cost would be to
19implement the integrated software system, and what protocols
20on accessing and updating the information should be
21implemented.
22    (f) The Task Force is dissolved and this Section is
23repealed 2 years after the effective date of this amendatory
24Act of the 103rd General Assembly.
