Amends the Department of Natural Resources (Conservation) Law of the
Civil Administrative Code of Illinois. Provides that before land is designated as a Conservation Opportunity Area, the Department of Natural Resources shall hold 2 public hearings on the proposed designation and provide notification by certified mail to landowners affected by the designation. Defines "Conservation Opportunity Area".

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 6 | | Illinois is amended by adding Section 805-570 as follows:

| 7 | | (20 ILCS 805/805-570 new) |
| 8 | | Sec. 805-570. Conservation Opportunity Areas. |
| 9 | | (a) In this Section, "Conservation Opportunity Area" means |
| 10 | | a portion of this State where ecological and social conditions |
| 11 | | align to provide opportunities for stewardship and recovery of |
| 12 | | species of greatest conservation need and their habitats |
| 13 | | identified in the Illinois Wildlife Action Plan. |
| 14 | | (b) Before land is designated as a Conservation |
| 15 | | Opportunity Area, the Department of Natural Resources shall |
| 16 | | hold 2 public hearings on the proposed designation and provide |
| 17 | | notification by certified mail to landowners affected by the |
| 18 | | designation.
