1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.7a as follows:
 
6    (105 ILCS 5/2-3.7a)  (from Ch. 122, par. 2-3.7a)
7    Sec. 2-3.7a. Advisory committees and their composition. To
8create, form, or appoint task forces, study committees, blue
9ribbon panels, commissions, or any other type of organization,
10by whatever name designated, to study or examine educational
11policy issues, problems, or concerns.
12    Any task force, study committee, blue ribbon panel,
13commission, or organization created or appointed by the State
14Board of Education or the State Superintendent of Education
15after this amendatory Act takes effect shall include parents
16or guardians of students involved in or directly affected by
17the issues, problems, or concerns under study. The parents or
18guardians appointed to comply with this Section shall not be
19employed by or administratively connected with any school
20system or institution of higher learning in Illinois, employed
21by any educational collective bargaining organization within
22Illinois, employed by any association of school boards or
23school administrative officers, employed by the State Board of

1Education, or members of any school board or board of school
2trustees of any public or private school, college, university,
3or technical institution within Illinois.
4    Any task force, study committee, blue ribbon panel,
5commission, or organization created or appointed by the State
6Board of Education or the State Superintendent of Education
7after the effective date of this amendatory Act of the 103rd
8General Assembly, including one created by the State Board of
9Education or one mandated by the Governor or General Assembly,
10shall include representatives that reflect the racial, ethnic,
11and geographic diversity of this State, including
12representatives of rural, suburban, and urban areas.
