    Amends the Illinois Vehicle Code. Provides that a retired member of the General Assembly or retired executive branch constitutional officer who receives a felony conviction that relates to any transactions carried out as part of the retired member's or retired executive branch constitutional officer's official duties shall not be issued license plates bearing the appropriate wording or abbreviations indicating that the holder is a retired member of the General Assembly or retired executive branch constitutional officer or the office held.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-606.1 and 3-606.5 as follows:
 
6    (625 ILCS 5/3-606.1)  (from Ch. 95 1/2, par. 3-606.1)
7    Sec. 3-606.1. Retired members of the General Assembly.
8Upon receipt of a request from a retired member of the General
9Assembly, accompanied by the appropriate application and fee,
10the Secretary of State shall issue to such retired member
11plates bearing appropriate wording or abbreviations indicating
12that the holder is a retired member of the General Assembly.
13Such plates may be issued for a 2 year period beginning January
141st of each odd-numbered year and ending December 31st of the
15subsequent even-numbered year. Upon the death of a retired
16member who has been issued a retired member of the General
17Assembly plate, that member's surviving spouse shall be
18entitled to retain the plate so long as the surviving spouse is
19a resident of Illinois and transfers the registration to his
20or her name within 90 days of the death of the retired member.
21    "Retired member" means any individual who (a) has served
22as a member of the General Assembly for a minimum of 6 years,
23or (b) is 62 or older, has served as a member of the General

1Assembly for a minimum of 4 years, and retired prior to the
2convening of the 83rd General Assembly.
3    The fees and procedures relating to such plates for
4retired members of the General Assembly shall be the same as
5the fees and procedures applicable to personalized plates
6issued under this Code.
7    This Section shall not apply to any retired member of the
8General Assembly who receives a felony conviction that relates
9to any transactions carried out as part of the retired
10member's official duties.

13    Sec. 3-606.5. Retired Executive Branch Constitutional
14Officers. Upon receipt of a request from a retired executive
15branch constitutional officer, accompanied by the appropriate
16application and fee, the Secretary of State shall issue to the
17retired executive branch constitutional officer plates bearing
18appropriate wording or abbreviations indicating that the
19holder is a retired executive branch constitutional officer
20and the office held. Such plates may be issued for a 2-year
21period beginning on January 1 of each odd-numbered year and
22ending on December 31 of the subsequent even-numbered year.
23Upon the death of a retired executive branch constitutional
24officer who has been issued a retired executive branch

1constitutional officer's surviving spouse shall be entitled to
2retain the plate so long as the surviving spouse is a resident
3of Illinois and transfers the registration to his or her name
4within 90 days of the death of the retired executive branch
5constitutional officer. For purposes of this Section, "retired
6executive branch constitutional officer" means any individual
7who has served at least one full term of office as (i)
8Governor; (ii) Lieutenant Governor; (iii) Attorney General;
9(iv) Secretary of State; (v) Comptroller; or (vi) Treasurer;
10and who was not removed from office pursuant to Section 14 of
11Article IV of the Illinois Constitution of 1970.
12    This Section shall not apply to any retired executive
13branch constitutional officer who receives a felony conviction
14that relates to any transactions carried out as part of the
15retired executive branch constitutional officer's official
16duties.
