AMENDMENT TO SENATE BILL 1651

2    AMENDMENT NO. ______. Amend Senate Bill 1651 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Township Code is amended by changing
5Section 25-5 as follows:
 
6    (60 ILCS 1/25-5)
7    Sec. 25-5. Petition and referendum to discontinue township
8organization. Upon the petition of at least 10% of the
9registered voters of each township of a county, as determined
10on the date registration closed before the regular election
11next preceding the last day on which the petition may be filed,
12that has adopted township organization, the county board shall
13certify and cause to be submitted to the voters of the county,
14at the next general election, the question of the continuance
15of township organization. A signature on a petition shall not
16be valid or counted in considering the petition unless the

1form requirements are complied with and the date of each
2signature is less than 90 days before the last day for filing
3the petition. The statement of the person who circulates the
4petition must include an attestation (i) indicating the dates
5on which that sheet was circulated, (ii) indicating the first
6and last date on which that sheet was circulated, or (iii)
7certifying that none of the signatures on the sheet was signed
8more than 90 days before the last day for filing the petition.
9    When a petition meeting the required voter threshold has
10been filed under this Section, the township shall hold, no
11later than 60 days before the general election in which the
12proposition will be voted on, at least 2 town hall meetings
13regarding the question of the continuance of township
14organization. At the meetings, the township board shall
15provide the public (i) a report on the township budget and
16services, highway budget and services, and the tax assessor's
17budget and services, which may include, but is not limited to,
18a report regarding services if the discontinuance referendum
19passes and (ii) information on whether an intergovernmental
20agreement exists with a unit of local government under which
21the other unit of local government will provide services upon
22the discontinuance of the township.
23    The proposition shall be substantially in the form:
24        Shall township organization be continued in (name of
25    county)?
26The votes shall be recorded as "Yes" or "No".

1    The petition shall be treated and the proposition
2certified in the manner provided by the general election law.
3After the proposition has once been submitted to the
4electorate, the proposition shall not be resubmitted for 4
5years.
