43, on page 3, line 7, after "easement", by inserting "or

4    "(d) For each carbon dioxide pipeline, the owner or
5operator of the pipeline shall use modeling that can handle

7time or spatial variations in wind, including direction and
8speed; ambient weather conditions, such as temperature and
9humidity; variations to the direction of release of CO2; and
10concentrations and durations of CO2, in addition to the
11specifics related to the pipeline design, including, but not
12limited to, diameter, thickness, and shutoff valves, to
13develop a risk-based assessment and a chemical safety
14contingency plan. The Illinois Emergency Management Agency and
15Office of Homeland Security shall publish this information on
16its website and provide these materials to local emergency
17management agencies in relevant counties."; and

16Resources, the State Comptroller shall direct and the State
17Treasurer shall transfer from the Carbon Dioxide Sequestration
18Administrative Fund the following percentages of the amounts
19collected under this Act by the Agency during the previous
20fiscal year:
21        (1) 2% to the Water Resources Fund;

1        (2) 6% to the Oil and Gas Resource Management Fund;
2        (3) 20% to the Emergency Planning and Training Fund;
3        (4) 28% to the Carbon Dioxide Sequestration Long-Term
4    Trust Fund;
5        (5) 10% to the General Revenue Fund; and
6        (6) 24% to the Environmental Justice Grant Fund.".
