43, on page 3, line 7, after "easement", by inserting "or

4    "(d) For each carbon dioxide pipeline, the owner or
5operator of the pipeline shall use modeling that can handle
6non-flat terrain; obstacles, such as vegetation and buildings;
7time or spatial variations in wind, including direction and
8speed; ambient weather conditions, such as temperature and
9humidity; variations to the direction of release of CO2; and
10concentrations and durations of CO2, in addition to the
11specifics related to the pipeline design, including, but not
12limited to, diameter, thickness, and shutoff valves, to
13develop a risk-based assessment and a chemical safety
14contingency plan. The Illinois Emergency Management Agency and
15Office of Homeland Security shall publish this information on
16its website and provide these materials to local emergency
17management agencies in relevant counties."; and

15Homeland Security, the Department of Natural Resources, and
16the Office of the Comptroller, shall transfer the following
17amounts collected under this Act by the Agency:
18        (1) 10% shall be retained in the Carbon Dioxide
19    Sequestration Administrative Fund;
20        (2) 2% shall be transferred from the Carbon Dioxide
21    Sequestration Administrative Fund to the Water Resources

1    Fund;
2        (3) 6% shall be transferred from the Carbon Dioxide
3    Sequestration Administrative Fund to the Oil and Gas
4    Resource Management Fund;
5        (4) 20% shall be transferred from the Carbon Dioxide
6    Sequestration Administrative Fund to the Emergency
7    Planning and Training Fund;
8        (5) 28% shall be transferred from the Carbon Dioxide
9    Sequestration Administrative Fund to the Carbon Dioxide
10    Sequestration Long-Term Trust Fund;
11        (6) 10% shall be transferred from the Carbon Dioxide
12    Sequestration Administrative Fund to the General Revenue
13    Fund; and
14        (7) 24% shall be transferred from the Carbon Dioxide
15    Sequestration Administrative Fund to the Environmental
16    Justice Grant Fund.".
