AMENDMENT TO SENATE BILL 684

2    AMENDMENT NO. ______. Amend Senate Bill 684 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Airport Authorities Act is amended by
5adding Section 2.7.3 as follows:
 
6    (70 ILCS 5/2.7.3 new)
7    Sec. 2.7.3. Central Illinois Regional Airport Authority.
8    (a) The Central Illinois Regional Airport Authority is
9hereby established, the territory of which shall include all
10of the territory within the corporate limits of McLean County.
11Within 30 days after the initial appointments have been made
12under subsection (c), the Authority board shall notify the
13office of the Secretary of State of the establishment of the
14Central Illinois Regional Airport Authority, and the Secretary
15of State shall issue a certificate of incorporation to the
16Authority. Upon the issuance of a certificate of

1incorporation, the Central Illinois Regional Airport Authority
2is an organized airport authority under this Act.
3    (b) If all of the airport facilities of an existing
4airport authority are situated within McLean County on the
5effective date of this amendatory Act of the 103rd General
6Assembly, that existing airport authority is dissolved upon
7the establishment of the Central Illinois Regional Airport
8Authority. Upon dissolution, the rights to all property,
9assets, and liabilities, including bonded indebtedness, of the
10existing airport authority is assumed by the Central Illinois
11Regional Airport Authority.
12    (c) The Board of Commissioners of the Central Illinois
13Regional Airport Authority shall consist of the following
14commissioners who shall reside within its corporate limits and
15shall be appointed as follows:
16        (1) Three commissioners shall be appointed by the
17    county chairman of McLean County. Of the commissioners
18    appointed under this paragraph, one commissioner shall be
19    appointed for a 3-year term, one commissioner shall be
20    appointed for a 4-year term, and one commissioners shall
21    be appointed for a 5-year term, as determined by lot.
22    Their successors shall be appointed for 5-year terms.
23        (2) Two commissioners shall be appointed by the mayor
24    of the City of Bloomington. Of the commissioners appointed
25    under this paragraph, one commissioner shall be appointed
26    for a 3-year term and one commissioner shall be appointed

1    for a 4-year term, as determined by lot. Their successors
2    shall be appointed for 5-year terms.
3        (3) Two commissioners shall be appointed by the mayor
4    of the City of Normal. Of the commissioners appointed
5    under this paragraph, one commissioner shall be appointed
6    for a 4-year term and one commissioner shall be appointed
7    for a 5-year term, as determined by lot. Their successors
8    shall be appointed for 5-year terms.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.".
