1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Airport Authorities Act is amended by
5adding Section 2.7.3 as follows:
 
6    (70 ILCS 5/2.7.3 new)
7    Sec. 2.7.3. Central Illinois Regional Airport Authority.
8    (a) The Central Illinois Regional Airport Authority is
9hereby established, the territory of which shall include all
10of the territory within the corporate limits of McLean County.
11Within 30 days after the initial appointments have been made
12under subsection (c), the Authority board shall notify the
13office of the Secretary of State of the establishment of the
14Central Illinois Regional Airport Authority, and the Secretary
15of State shall issue a certificate of incorporation to the
16Authority. Upon the issuance of a certificate of
17incorporation, the Central Illinois Regional Airport Authority
18is an organized airport authority under this Act.
19    (b) If all of the airport facilities of an existing
20airport authority are situated within McLean County on the
21effective date of this amendatory Act of the 103rd General
22Assembly, that existing airport authority is dissolved upon
23the establishment of the Central Illinois Regional Airport

1Authority. Upon dissolution, the rights to all property,
2assets, and liabilities, including bonded indebtedness, of the
3existing airport authority is assumed by the Central Illinois
4Regional Airport Authority.
5    (c) The Board of Commissioners of the Central Illinois
6Regional Airport Authority shall consist of the following
7commissioners who shall reside within its corporate limits and
8shall be appointed as follows:
9        (1) Three commissioners shall be appointed by the
10    county chairman of McLean County. Of the commissioners
11    appointed under this paragraph, one commissioner shall be
12    appointed for a 3-year term, one commissioner shall be
13    appointed for a 4-year term, and one commissioners shall
14    be appointed for a 5-year term, as determined by lot.
15    Their successors shall be appointed for 5-year terms.
16        (2) Two commissioners shall be appointed by the mayor
17    of the City of Bloomington. Of the commissioners appointed
18    under this paragraph, one commissioner shall be appointed
19    for a 3-year term and one commissioner shall be appointed
20    for a 4-year term, as determined by lot. Their successors
21    shall be appointed for 5-year terms.
22        (3) Two commissioners shall be appointed by the mayor
23    of the City of Normal. Of the commissioners appointed
24    under this paragraph, one commissioner shall be appointed
25    for a 4-year term and one commissioner shall be appointed
26    for a 5-year term, as determined by lot. Their successors

1    shall be appointed for 5-year terms.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
