AMENDMENT TO SENATE BILL 467

2    AMENDMENT NO. ______. Amend Senate Bill 467 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Articulation Initiative Act is
5amended by changing Sections 5 and 25 and by adding Section 35
6as follows:
 
7    (110 ILCS 152/5)
8    Sec. 5. Legislative findings. The General Assembly finds
9and declares that in January of 1993, the Board of Higher
10Education, the Illinois Community College Board, and transfer
11coordinators from Illinois colleges and universities jointly
12launched the Illinois Articulation Initiative to ease the
13transfer of students among Illinois public and independent
14associate and baccalaureate degree-granting institutions. The
15General Assembly finds and declares that the Illinois
16Articulation Initiative was driven by the following

1foundational ideas:
2        (1) that associate and baccalaureate degree-granting
3    institutions are equal partners in educating college
4    freshmen and sophomores;
5        (2) that faculties should take primary responsibility
6    for developing and maintaining program and course
7    articulation;and
8        (3) that institutions are expected to work together to
9    facilitate transfer for lower-division baccalaureate
10    programs; and .
11        (4) that nearly 300 common course descriptor codes are
12    used to identify approved courses with common course
13    content and learning outcomes.
14    The General Assembly finds and declares that students have
15benefited by receiving the General Education Core Curriculum
16and transferring across institutions of higher education.

19    Sec. 25. Board of Higher Education and the Illinois
20Community College Board duties.
21    (a) The Board of Higher Education and the Illinois
22Community College Board shall co-manage the implementation,
23oversight, and evaluation of the Illinois Articulation
24Initiative, including determining when panels must be
25discontinued or convened and the specific requirements of the

1General Education Core Curriculum. Panels must be convened
2across the fields of General Education, Communications,
3Humanities and Fine Arts, Life Sciences, Physical Sciences,
4Social and Behavioral Sciences, Mathematics, Elementary and
5Secondary Education, and other fields as determined by the
6Board of Higher Education and the Illinois Community College
7Board.
8    (b) The Board of Higher Education and the Illinois
9Community College Board shall provide a joint report on an
10annual basis to the General Assembly, the Governor, and the
11Illinois P-20 Council on the status of the Illinois
12Articulation Initiative and the implementation of this Act.
13    (c) On or before September 1, 2024, the Board of Higher
14Education and the Illinois Community College Board, in
15collaboration with public institutions, shall establish a
16workgroup to develop a comprehensive implementation plan for
17the adoption of a common course numbering system. The common
18course numbering system shall be consistent with course codes
19assigned through the Illinois Articulation Initiative. The
20common course numbering system shall be student-facing to
21ensure that comparable courses across all public institutions
22have the same course number.
23    The implementation plan shall be adopted by both the Board
24of Higher Education and Illinois Community College Board on or
25before June 30, 2025. The workgroup established under this
26subsection (c) shall convene annually thereafter to review

1progress toward fully implementing the developed common course
2numbering system.

5    Sec. 35. Common course numbering.
6    (a) Beginning with the 2026-2027 academic year, all public
7institutions shall adopt a common course numbering system for
8all Illinois Articulation Initiative General Education Core
9Curriculum courses based on the implementation plan of the
10workgroup established under subsection (c) of Section 25.
11    (b) Beginning with the 2027-2028 academic year, all public
12institutions shall adopt a common course numbering system for
13all Illinois Articulation Initiative major courses based on
14the implementation plan of the workgroup established under
15subsection (c) of Section 25.
16    (c) Each public institution shall incorporate common
17course numbers from the adopted common course numbering system
18developed by the workgroup established under subsection (c) of
19Section 25 in each public institution's course catalog.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.".
