AMENDMENT TO SENATE BILL 456

2    AMENDMENT NO. ______. Amend Senate Bill 456 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
527-20.9 as follows:
 
6    (105 ILCS 5/27-20.9 new)
7    Sec. 27-20.9. Latina, Latino, and Latin American History
8study.
9    (a) Beginning with the 2024-2025 school year, every public
10elementary school and high school shall include in its
11curriculum a unit of instruction studying the events of
12Latina, Latino, and Latin American history, including the
13history of Latin Americans in Illinois and the Midwest, as
14well as the contributions of Latin Americans toward advancing
15civil rights from the 19th century onward. These events shall
16include the contributions made by individual Latin Americans

1in government and the arts, humanities, and sciences, as well
2as the contributions of Latin American communities to the
3economic, cultural, social, and political development of the
4United States. The studying of this material shall constitute
5an affirmation by students of their commitment to respect the
6dignity of all races and peoples and to forever eschew every
7form of discrimination in their lives and careers.
8    (b) The State Superintendent of Education may prepare and
9make available to all school boards instructional materials,
10including those established by the Public Broadcasting
11Service, that may be used as guidelines for development of a
12unit of instruction under this Section. However, each school
13board shall itself determine the minimum amount of
14instructional time that qualifies as a unit of instruction
15satisfying the requirements of this Section.
16    (c) The regional superintendent of schools shall monitor a
17school district's compliance with this Section's curricular
18requirements during the regional superintendent's annual
19compliance visit.
20    (d) A school may meet the requirements of this Section
21through an online program or course.
22    (e) Subject to appropriation, the State Board of Education
23shall finance educational workshops designed to assist
24teachers in the development and integration of the unit of
25instruction under this Section into the curriculum. Teachers
26shall receive a stipend for attending such a workshop.

1    Section 99. Effective date. This Act takes effect July 1,
