HOUSE RESOLUTION

 
2    WHEREAS, Illinois' microelectronics and quantum ecosystem
3can pave the way for solving innovation and national security
4challenges for the nation; and
 
5    WHEREAS, Illinois is home to Fermi National Accelerator
6Laboratory, which received $115M from the U.S. Department of
7Energy to establish the Superconducting Quantum Materials and
8Systems Center; and
 
9    WHEREAS, Illinois is home to Argonne National Laboratory,
10which received $115M from the U.S. Department of Energy to
11support Q-NEXT, an effort that will translate quantum
12discoveries into technologies that benefit society; and
 
13    WHEREAS, The University of Illinois Urbana-Champaign
14received $25M from the National Science Foundation for a
15Quantum Leap grant to advance scientific, technological, and
16workforce development goals; and
 
17    WHEREAS, The University of Chicago received $25M from the
18National Science Foundation for a Quantum Leap Grant to
19pioneer new ways to use quantum technology in biology and to
20develop the quantum workforce through STEM education and
21outreach; and

1    WHEREAS, Illinois is a national leader with $280M in
2federal funding for quantum initiatives supported by the 2018
3National Quantum Initiative Act; and
 
4    WHEREAS, The Chicago Quantum Exchange, one of the largest
5quantum collaboratives in the country, leads efforts to
6advance the science and engineering of quantum information,
7train the quantum workforce of tomorrow, and drive the local
8and national quantum economy; and
 
9    WHEREAS, The University of Chicago's Polsky Center, the
10University of Illinois Urbana-Champaign, and the Chicago
11Quantum Exchange launched the nation's first quantum startup
12accelerator, Duality, which supports quantum startups,
13providing the critical resources they need to develop and
14scale their businesses; and
 
15    WHEREAS, Governor Pritzker's administration invested $200M
16in quantum-related research efforts at the University of
17Chicago and the University of Illinois Urbana-Champaign, which
18will help support a joint research building within Chicago;
19and
 
20    WHEREAS, Illinois has the third-highest number of
21universities engaged in quantum research and has the

1third-most quantum degrees in the nation; and
 
2    WHEREAS, Illinois' Community College System is the
3third-largest system in the nation and the largest workforce
4development provider in the State, offering programs that are
5directly aligned with the needs of their local and state
6industries serving the needs of nearly 10,000 employers across
7the State; and
 
8    WHEREAS, An Illinois-based proposal was selected as a 2023
9U.S. Tech Hubs Designee for Quantum by the U.S. Economic
10Development Agency, a program that aims to strengthen U.S.
11economic and national security with investments in regions
12across the country with assets and resources with the
13potential to become globally competitive in the technologies
14and industries of the future and, for those industries,
15companies, and the good jobs they create, to start, grow, and
16remain in the United States; and
 
17    WHEREAS, The State invested $500 million to establish the
18Discovery Partners Institute and the Illinois Innovation
19Network led by the University of Illinois System to establish
20a network of research and innovation hubs that will serve as a
21magnet for technology and talent; and
 
22    WHEREAS, A University of Illinois Chicago-led, U.S.

1Department of Energy-funded national consortium will educate
2the next generation of quantum engineers and provide pathways
3into the quantum computing workforce for groups traditionally
4underrepresented in STEM fields; and
 
5    WHEREAS, The National Science Foundation-funded National
6Q-12 Education Partnership, led by University of Illinois
7Urbana-Champaign, will expand access to K-12 quantum learning
8tools and inspire the next generation of quantum leaders; and
 
9    WHEREAS, Since 2017, Illinois quantum startups have raised
10$33.2 million through 27 agreements, the second-highest number
11of deals by quantum startups in the country; and
 
12    WHEREAS, Chicagoland's 124-mile quantum loop is the
13country's longest quantum network; and
 
14    WHEREAS, Illinois has the world's first publicly
15accessible quantum network node, the first quantum technology
16deployed on public infrastructure that the public can directly
17access at the Urbana Free Library, led by faculty from the
18University of Illinois Urbana-Champaign; and
 
19    WHEREAS, The University of Illinois Urbana-Champaign's
20Grainger College of Engineering has more combined computer
21science, computer engineering, and electrical engineering

1bachelor's graduates than any other college of engineering in
2the nation and is starting a new semiconductor minor program;
3and
 
4    WHEREAS, The University of Illinois Urbana-Champaign and
5the University of Chicago are each co-leading new U.S.
6Department of Defense Microelectronics Commons Hubs to carry
7out microelectronics research in support of national security
8and next generation technology for the benefit of the nation;
9and
 
10    WHEREAS, The Grainger College of Engineering at the
11University of Illinois Urbana-Champaign has 40 top ten ranked
12degree programs and specialties, including micro-electronics
13disciplines; and
 
14    WHEREAS, John Bardeen, the inventor of the transistor,
15perhaps the most important invention of the 20th century,
16brought semiconductor research to University of Illinois
17Urbana-Champaign and the State of Illinois; and
 
18    WHEREAS, The University of Illinois Urbana-Champaign's
19Grainger College of Engineering is the place where the
20inventors of the LED, transistor, and the integrated circuit
21called home; and

1    WHEREAS, In April 2022, Governor Pritzker and the General
2Assembly passed Public Act 102-0700, the Manufacturing
3Illinois Chips for Real Opportunity Act (MICRO), which creates
4a new suite of statewide tax incentive programs for makers of
5semiconductors, microchips, or component parts, making
6Illinois a welcoming and strategic location for manufacturers
7of microchips and semiconductors looking for their next U.S.
8manufacturing site; and
 
9    WHEREAS, Illinois universities received a National Science
10Foundation Future of Semiconductors Workforce Grant to boost
11new semiconductor technologies, manufacturing, and workforce
12training and development in the State and across the nation;
13and
 
14    WHEREAS, The U.S. Department of Energy invested over $22M
15in Fermilab and Argonne for microelectronics research; and
 
16    WHEREAS, Companies have invested $90M in University of
17Illinois Urbana-Champaign's IBM-Illinois' Discovery
18Accelerator Institute to support research and education in AI,
19cloud, and quantum technologies and $5M in educational
20programs at University of Illinois Urbana-Champaign to bolster
21the U.S. semiconductor workforce; therefore, be it
 
22    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2Illinois is poised to play a leading role in the Research and
3Development programs created through the CHIPS and Science Act
4and is the state best suited to serve as the location for the
5headquarters of the newly-created National Semiconductor
6Technology Center of the U.S. Department of Commerce; and be
7it further
 
8    RESOLVED, That suitable copies of this resolution be
9delivered to President Joseph R. Biden, U.S. Secretary of
10Commerce Gina Raimondo, National Institute of Standards and
11Technology Director Laurie E. Locascio, and all members of the
12Illinois Congressional Delegation.
