HOUSE RESOLUTION

 
2    WHEREAS, Vehicular hijackings are a particularly dangerous
3crime that is now at historic levels in numerous cities across
4the country, leaving untold numbers of residents frightened
5that they could become the next victim, even in their own
6driveways; and
 
7    WHEREAS, Vehicular hijackings too frequently leave victims
8severely injured or dead, and the vehicles are often used to
9commit additional violent acts throughout communities; and
 
10    WHEREAS, Generally, vehicular hijackings are hard to solve
11because offenders ditch the vehicles or change vehicles
12frequently to avoid capture and detection; and
 
13    WHEREAS, Many vehicles made after 2015 have location
14technology that would enable law enforcement to quickly locate
15a vehicle after a hijacking incident, but automakers, car
16dealers, and third party providers have not created an
17efficient system to quickly convey this location information
18to law enforcement; and
 
19    WHEREAS, Some auto manufacturers or third party data
20providers are not available after-hours or on weekends to
21provide location information to law enforcement, and some

1refuse to provide the information even if legally able to do so
2or require vehicle owners to pay a fee to access the
3information; and
 
4    WHEREAS, A 24-hour hotline for law enforcement to access
5location information, when available, will allow law
6enforcement to more quickly locate hijacked vehicles,
7increasing the chance of catching and prosecuting offenders
8and reducing subsequent violent crimes; and
 
9    WHEREAS, Consumer privacy can be protected under such a
10system by requiring an owner's consent absent extenuating
11circumstances in which there is a clear and present danger of
12bodily harm or death; and
 
13    WHEREAS, The Illinois General Assembly has overwhelming
14approved such a system for auto manufacturers that sell
15vehicles in Illinois; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we urge members of the Illinois Congressional Delegation and
19all members of the U.S. House of Representatives and Senate to
20prioritize working with law enforcement, auto manufacturers,
21and consumer advocates to establish national tools for
22addressing and responding to the alarming growth in vehicular

1hijackings, including the creation of a national hotline for
2providing efficient access to vehicle location information to
3law enforcement in vehicular hijacking incidents; and be it
4further
 
5    RESOLVED, That suitable copies of this resolution be
6delivered to the U.S. Senate Majority Leader, the U.S. Senate
7Minority Leader, the U.S. Speaker of the House, the U.S. House
8of Representatives Minority Leader, all members of the
9Illinois Congressional Delegation, the Alliance for Automotive
10Innovation, and the National Automobile Dealers Association.
