SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.1015 new
625 ILCS 5/3-699.23 new

    Amends the State Finance Act. Creates the 100 Club of Illinois Fund. Amends the Illinois Vehicle Code. Allows the Secretary of State to issue special registration plates designated as 100 Club of Illinois license plates to residents of this State upon receipt of an application made in the form prescribed by the Secretary of State. Provides that the design and color of the plates is wholly within the discretion of the Secretary. Provides that an applicant shall be charged a $45 fee for original issuance in addition to the appropriate registration fee, if applicable. Provides that the 100 Club of Illinois is created as a special fund in the State treasury. Requires all money in the 100 Club of Illinois fund to be paid, subject to appropriation by the General Assembly and distribution by the Secretary, as grants to the 100 Club of Illinois for giving financial support to children and spouses of first responders killed in the line of duty and mental health resources for active duty first responders..

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.1015 as follows:
 
6    (30 ILCS 105/5.1015 new)
7    Sec. 5.1015. The 100 Club of Illinois Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.23 as follows:
 
10    (625 ILCS 5/3-699.23 new)
11    Sec. 3-699.23. The 100 Club of Illinois license plates.
12    (a) The Secretary, upon receipt of an application made in
13the form prescribed by the Secretary, may issue special
14registration plates designated as the 100 Club of Illinois
15license plates. The special plates issued under this Section
16shall be affixed only to passenger vehicles of the first
17division and motor vehicles of the second division weighing
18not more than 8,000 pounds. Plates issued under this Section
19shall expire according to the multi-year procedure established
20by Section 3-414.1 of this Code.
21    (b) The design and color of the plates is wholly within the

1discretion of the Secretary. The Secretary may allow the
2plates to be issued as vanity plates or personalized under
3Section 3-405.1 of the Code. The Secretary shall prescribe
4stickers or decals as provided under Section 3-412 of this
5Code.
6    (c) An applicant shall be charged a $45 fee for original
7issuance in addition to the appropriate registration fee, if
8applicable. Of this fee, $30 shall be deposited into the 100
9Club of Illinois Fund and $15 shall be deposited into the
10Secretary of State Special License Plate Fund. For each
11registration renewal period, a $27 fee, in addition to the
12appropriate registration fee, shall be charged. Of this fee,
13$25 shall be deposited into the 100 Club of Illinois Fund and
14$2 shall be deposited into the Secretary of State Special
15License Plate Fund.
16    (d) The 100 Club of Illinois is created as a special fund
17in the State treasury. All money in the 100 Club of Illinois
18Fund shall be paid, subject to appropriation by the General
19Assembly and distribution by the Secretary, as grants to the
20100 Club of Illinois for giving financial support to children
21and spouses of first responders killed in the line of duty and
22mental health resources for active duty first responders.
