AMENDMENT TO HOUSE BILL 4872

2    AMENDMENT NO. ______. Amend House Bill 4872 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Municipal Code is amended by
5adding Section 8-1-19 as follows:
 
6    (65 ILCS 5/8-1-19 new)
7    Sec. 8-1-19. Matching payments for grants. A municipality
8shall receive a waiver from paying a required match to a State
9grant of State moneys if the municipality meets all the other
10requirements needed for approval of the grant and submits
11documentation to the Grant Accountability and Transparency
12Unit of the Governor's Office of Management and Budget, in a
13form and manner prescribed by the Unit, that the municipality:
14        (1) has a population under 25,000;
15        (2) has over 13% of its residents under the poverty
16    guidelines updated periodically in the Federal Register by

1    the U.S. Department of Health and Human Services under the
2    authority of 42 U.S.C. 9902(2); and
3        (3) has one of the following characteristics:
4            (A) has had a negative municipal general operating
5        fund balance within the past 5 years; or
6            (B) has at least twice the debt compared to the
7        retail market value of the municipality's real and
8        personal property and moneys in the municipality's
9        accounts.
10    The Grant Accountability and Transparency Unit shall
11approve or deny a request for approval under this Section. If
12the Unit approves the request and the municipality is awarded
13the grant, the municipality shall receive the amount of the
14awarded grant minus the amount that the municipality would
15have paid for the required match.
 
16    Section 99. Effective date. This Act takes effect July 1,
172025.".
