AMENDMENT TO HOUSE BILL 4743

2    AMENDMENT NO. ______. Amend House Bill 4743 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unified Code of Corrections is amended by
5adding Section 3-2-5.1 as follows:
 
6    (730 ILCS 5/3-2-5.1 new)
7    Sec. 3-2-5.1. Department to establish a Safety Committee.
8    (a) The Department shall establish a Safety Committee. The
9Committee shall assess the Department's compliance with the
10Occupational Safety and Health Act and any other applicable
11workplace health and safety laws and shall make
12recommendations for improvements to processes and procedures
13to improve workplace safety. The Committee shall prepare an
14annual report on the Department's workplace safety efforts and
15plans for the future to further promote safety in the
16workplace.

1    (b) The Director of Corrections shall appoint the Safety
2Committee members. The appointed chairperson of the Committee
3shall have a professional background and training in an
4environmental health and safety field. The chairperson of the
5Safety Committee, or the chairperson's designee, may conduct a
6workplace safety inspection of any property, equipment, or
7workplace under the control or supervision of the Department
8at any time and shall conduct random unannounced inspections
9as often as deemed necessary.
10    (c) The chairperson of the Safety Committee, or the
11chairperson's designee, may also investigate training
12practices for the use of equipment and may direct that
13alternative trainings be used. The Committee chairperson, or
14the chairperson's designee, may take any piece of equipment
15lacking industry standard safeguards out of service. The
16jurisdiction of the Safety Committee is strictly limited to
17Occupational Safety and Health Act and any other applicable
18workplace health and safety laws. The provisions of this
19Section are subject to appropriations.".
