625 ILCS 5/3-699.24 new

    Amends the Illinois Vehicle Code. Allows the Secretary of State to issue special registration plates designated as Navy Club license plates to residents of this State. Creates the Navy Club Fund. Provides that moneys in the Navy Club Fund shall be paid, subject to appropriation by the General Assembly and distribution by the Secretary, as grants to each Navy Club located in this State. Makes a conforming change in the State Finance Act.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.1012 as follows:
 
6    (30 ILCS 105/5.1012 new)
7    Sec. 5.1012. The Navy Club Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.24 as follows:
 
10    (625 ILCS 5/3-699.24 new)
11    Sec. 3-699.24. Navy Club license plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as
15Navy Club license plates to residents of Illinois who meet
16eligibility requirements prescribed by the Secretary of State.
17The special plate issued under this Section shall be affixed
18only to passenger vehicles of the first division, motorcycles,
19motor vehicles of the second division weighing not more than
208,000 pounds, and recreational vehicles as defined by Section
211-169 of this Code. Plates issued under this Section shall

1expire according to the staggered multi-year procedure
2established by Section 3-414.1 of this Code.
3    (b) The design, color, and format of the plates shall be
4wholly within the discretion of the Secretary of State, except
5that the Navy Club emblem shall appear on the plates. The
6Secretary may, in his or her discretion, allow the plates to be
7issued as vanity or personalized plates in accordance with
8Section 3-405.1 of this Code. The plates are not required to
9designate "Land Of Lincoln", as prescribed in subsection (b)
10of Section 3-412 of this Code. The Secretary shall prescribe
11the eligibility requirements and, in his or her discretion,
12shall approve and prescribe stickers or decals as provided
13under Section 3-412
14    (c) An applicant shall be charged a $5 fee for original
15issuance in addition to the applicable registration fee. This
16additional fee shall be deposited into the Navy Club Fund. For
17each registration renewal period, an $18 fee, in addition to
18the appropriate registration fee, shall be charged. This
19additional fee shall be deposited into the Navy Club Fund.
20    (d) The Navy Club Fund is created as a special fund in the
21State treasury. All moneys in the Navy Club Fund shall be paid,
22subject to appropriation by the General Assembly and
23distribution by the Secretary, as grants to each Navy Club
24located in this State.
