SYNOPSIS AS INTRODUCED:
 
110 ILCS 947/65.120 new

    Amends the Higher Education Student Assistance Act. Provides that beginning January 1, 2024 and each year thereafter, the Illinois Student Assistance Commission shall receive and consider applications for grant assistance for those intending or already in a psychiatric residency program. Sets forth requirements to receive a grant. Provides for rulemaking. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Higher Education Student Assistance Act is
5amended by adding Section 65.120 as follows:
 
6    (110 ILCS 947/65.120 new)
7    Sec. 65.120. Psychiatric residency scholarships.
8    (a) Beginning January 1, 2024 and each year thereafter,
9the Commission shall receive and consider applications for
10grant assistance under this Section. An applicant is eligible
11for a grant under this Section if the Commission finds that the
12applicant:
13        (1) is a resident of this State and a United States
14    citizen or eligible noncitizen;
15        (2) enters or plans to enter a residency for
16    accredited psychiatric programs.
17    (b) Applicants who are determined to be eligible for
18assistance under this Section shall receive, subject to
19appropriation, a renewable grant amount determined by the
20Commission. The Commission shall prioritize grants to
21applicants whose residency will expand access to psychiatric
22services for underserved populations.
23    (c) The Commission shall adopt any rules necessary to

1implement this Section on or before January 1, 2024.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
