1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Employment Security Law of
5the Civil Administrative Code of Illinois is amended by
6changing Section 1005-130 as follows:
 
7    (20 ILCS 1005/1005-130)  (was 20 ILCS 1005/43a.14)
8    Sec. 1005-130. Exchange of information for child support
9enforcement.
10    (a) The Department has the power to exchange with the
11Department of Healthcare and Family Services information that
12may be necessary for the enforcement of child support orders
13entered pursuant to the Illinois Public Aid Code, the Illinois
14Marriage and Dissolution of Marriage Act, the Non-Support of
15Spouse and Children Act, the Non-Support Punishment Act, the
16Revised Uniform Reciprocal Enforcement of Support Act, the
17Uniform Interstate Family Support Act, the Illinois Parentage
18Act of 1984, or the Illinois Parentage Act of 2015.
19    (b) Notwithstanding any provisions in the Civil
20Administrative Code of Illinois to the contrary, the
21Department of Employment Security shall not be liable to any
22person for any disclosure of information to the Department of
23Healthcare and Family Services (formerly Illinois Department

1of Public Aid) under subsection (a) or for any other action
2taken in good faith to comply with the requirements of
3subsection (a).
4    (c) The Department, in collaboration with the Department
5of Healthcare and Family Services and the Department of
6Central Management Services, shall implement a pilot program
7that seeks to connect parents in arrearage on child support
8obligations with work opportunities. The work opportunities
9provided to program participants shall include opportunities
10offered by employers located in the State of Illinois
11including, but not limited to, State employment. The pilot
12program shall end on June 30, 2025. No later than 60 days after
13the end of the pilot program, the Department shall provide a
14program report to the General Assembly. This subsection is
15repealed on January 1, 2026.

17    Section 99. Effective date. This Act takes effect January
181, 2024.
