AMENDMENT TO HOUSE BILL 3590

2    AMENDMENT NO. ______. Amend House Bill 3590 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1110 as follows:
 
7    (20 ILCS 605/605-1110 new)
8    Sec. 605-1110. Student Career Development Liability
9Insurance Advisory Committee.
10    (a) The Student Career Development Liability Insurance
11Advisory Committee is hereby created within the Department of
12Commerce and Economic Opportunity. The Committee shall issue a
13report to the Governor and the General Assembly containing
14recommendations for providing liability insurance to (i)
15public high school students who participate in a career
16development experience or apprenticeship program and community

1college students who participate in a career development
2experience or apprenticeship program and (ii) public school
3teachers who participate in externship programs and community
4college faculty who participate in externship programs. The
5report shall be submitted to the Governor and the General
6Assembly no later than December 31, 2023. The Department of
7Commerce and Economic Opportunity shall provide administrative
8support to the Committee.
9    (b) The Student Career Development Liability Insurance
10Advisory Committee shall consist of the following members:
11        (1) the Director of Commerce and Economic Opportunity
12    or his or her designee;
13        (2) one member representing the State Board of
14    Education, appointed by the State Superintendent of
15    Education;
16        (3) one member representing the Illinois Community
17    College Board, appointed by the Chairman of the Illinois
18    Community College Board;
19        (4) one member of the General Assembly, appointed by
20    the Speaker of the House of Representatives;
21        (5) one member of the General Assembly, appointed by
22    the House Minority Leader;
23        (6) one member of the General Assembly, appointed by
24    the Senate President;
25        (7) one member of the General Assembly, appointed by
26    the Senate Minority Leader;

1        (8) 2 members of a statewide association representing
2    manufacturers, appointed by the Governor;
3        (9) 2 members of a statewide association representing
4    the insurance industry, appointed by the Governor; and
5        (10) 2 members who represent unionized State
6    employees, appointed by the Governor.
7    Members of the Committee shall serve without compensation
8but may be reimbursed for necessary expenses incurred in the
9performance of their duties. Vacancies on the Committee shall
10be filled by the original appointing authority.
11    (c) This Section is repealed on January 1, 2025.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.".
