1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1110 as follows:
 
7    (20 ILCS 605/605-1110 new)
8    Sec. 605-1110. Student Career Development Liability
9Insurance Advisory Committee.
10    (a) The Student Career Development Liability Insurance
11Advisory Committee is hereby created within the Department of
12Commerce and Economic Opportunity. The Committee shall issue a
13report to the Governor and the General Assembly containing
14recommendations for providing liability insurance to (i)
15public high school students who participate in a career
16development experience or apprenticeship program and community
17college students who participate in a career development
18experience or apprenticeship program and (ii) public school
19teachers who participate in externship programs and community
20college faculty who participate in externship programs. The
21report shall be submitted to the Governor and the General
22Assembly no later than December 31, 2023. The Department of
23Commerce and Economic Opportunity shall provide administrative

1support to the Committee.
2    (b) The Student Career Development Liability Insurance
3Advisory Committee shall consist of the following members:
4        (1) the Director of Commerce and Economic Opportunity
5    or his or her designee;
6        (2) one member representing the State Board of
7    Education, appointed by the State Superintendent of
8    Education;
9        (3) one member representing the Illinois Community
10    College Board, appointed by the Chairman of the Illinois
11    Community College Board;
12        (4) one member of the General Assembly, appointed by
13    the Speaker of the House of Representatives;
14        (5) one member of the General Assembly, appointed by
15    the House Minority Leader;
16        (6) one member of the General Assembly, appointed by
17    the Senate President;
18        (7) one member of the General Assembly, appointed by
19    the Senate Minority Leader;
20        (8) 2 members of a statewide association representing
21    manufacturers, appointed by the Governor;
22        (9) 2 members of a statewide association representing
23    the insurance industry, appointed by the Governor; and
24        (10) 2 members who represent unionized State
25    employees, appointed by the Governor.
26    Members of the Committee shall serve without compensation

1but may be reimbursed for necessary expenses incurred in the
2performance of their duties. Vacancies on the Committee shall
3be filled by the original appointing authority.
4    (c) This Section is repealed on January 1, 2025.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
