Amends the Medical Assistance Article of the Illinois Public Aid Code. In a provision concerning dental services for children and adults under the medical assistance program, lists the codes for certain dental procedures that shall be reimbursed at specified amounts. Provides that on and after January 1, 2024, the Department of Healthcare and Family Services, in cooperation with the Department of Veterans' Affairs, shall establish and administer a 5-year pilot program to help improve dental care access for veterans. Provides that under the pilot program, veterans with income at or below 300% of the federal poverty guidelines established by the U.S. Department of Health and Human Services shall be eligible for comprehensive dental care coverage at local community dentists who agree to discount their fees and provide needed dental care to eligible veterans. Provides that the Department may require veterans to meet other eligibility requirements as established by rule. Effective immediately.

AN ACT concerning public aid.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Public Aid Code is amended by changing Section 5-5.06b and by adding Section 5-5.06f as follows:

Sec. 5-5.06b. Dental services. On and after July 1, 2021, dental services provided to adults and children under the medical assistance program may be established and paid at no less than the rates published by the Department and effective January 1, 2020 for all local health departments as the fee schedule for children and adult recipients but shall include the following dental procedures and amounts: D0140 $19.12, D0150 $24.84, D0220 $6.61, D0230 $4.48, D0272 $11.09, D0274 $19.94, D1110 $48.38, D2140 $36.40, D2150 $56.82, D2391 $36.40, D2392 $56.82, D5110 $444.09, D5120 $444.09, D7140 $46.16, D7210 $67.73, D0120 $50.13, D0330 $30.25, D1120 $73.40, D1206 $46.55, D1351 $64.45, D2160 $103.92, D2161 $103.92, D2330 $61.94, D2331 $92.91, D2332 $110.63, D2335 $110.63, D2393 $103.92, D2394 $103.92, D2751 $421.06, D2930 $131.40, D2931 $131.40, D2950 $103.92, D5213 $673.74, D5214 $673.74, D7220 $119.59, D7230 $155.03, D7250 $102.76, D7450 $168.82, D7451 $357.32, D7460 $168.82, D7510 $65.70, D9110 $98.46.

Sec. 5-5.06f. Veteran dental care; pilot program. On or after January 1, 2024, the Department of Healthcare and Family Services, in cooperation with the Department of Veterans' Affairs, shall establish and administer a 5-year pilot program to help improve dental care access for veterans. Under the pilot program, veterans with income at or below 300% of the federal poverty guidelines established by the U.S. Department of Health and Human Services shall be eligible for comprehensive dental care coverage at local community dentists who agree to discount their fees and provide needed dental care to eligible veterans. The Department may require veterans to meet other eligibility requirements as established by rule. As used in this Section, "veteran" means an Illinois resident who has served or is currently serving as a member of the United States Armed Forces, a member of the Illinois National Guard, or a member of a Reserve Component of the United States Armed Forces.

Section 99. Effective date. This Act takes effect upon becoming law.
