AMENDMENT TO HOUSE BILL 3561

2    AMENDMENT NO. ______. Amend House Bill 3561 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
534-18.82 as follows:
 
6    (105 ILCS 5/34-18.82 new)
7    Sec. 34-18.82. Nursing pipeline sustainment program.
8    (a) No later than September 15, 2023, the board shall
9create a nurse pipeline sustainment program. This program
10shall seek to develop and retain nurses in the district.
11    (b) To be eligible, an employee must be currently working
12as a licensed practical nurse for at least one year with the
13board.
14    (c) The program shall seek to support a licensed practical
15nurse seeking to become a registered nurse.
16    (d) The program shall partner with accredited institutions

1of higher education, mutually agreed upon by the board and the
2exclusive bargaining representative, to complete necessary
3nursing classes, labs, and clinicals to obtain the
4prerequisites to take the licensure exam to become a
5registered nurse. Nursing classes and labs should not occur
6during the employee's scheduled work hours or conflict with
7the employee's board employment. Clinicals that take place at
8district schools during work hours are permitted if they have
9been approved by the employee's direct supervisor.
10    (e) Members of the program should, to the extent
11practicable, continue working at their current school sites
12and continue to work in the district for at least 2 years upon
13completion of the registered nurse credential.
14    (f) The district shall cover up to $10,000 in expenses per
15candidate for up to 100 candidates per year, selected upon
16application to the program, for nursing program classes, labs,
17and clinicals. Candidates must commit to at least 2 years as a
18registered nurse in the district upon passing of the
19registered nurse licensure exam, which must be taken within 6
20months after the completion of the program. For candidates who
21leave the district before the end of the 2 years, candidates
22shall reimburse the district for a proportional cost of the
23time they do not complete with the district. Additional
24covered costs for completing the licensure are subject to
25appropriation. Nurses shall be required to complete a tuition
26reimbursement contract in accordance with the board's existing

2    (g) The nurse pipeline sustainment program shall end on
3December 31, 2027.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.".
