SYNOPSIS AS INTRODUCED:

    Amends the Chicago School District Article of the School Code. Provides that the board shall create a educator pipeline development program. Provides that the program shall seek to develop a licensed practical nurse seeking to become a health service nurse, a paraprofessional and related service personnel seeking to become a licensed teacher, or a multilingual staff employee seeking to become a licensed bilingual teacher. Provides that the program shall support up to 120 people per school year. Provides that the program shall partner with Chicago State University, Northeastern Illinois University, and the City Colleges of Chicago. Provides that of the pipeline program shall complete necessary collegiate course work to attain the member's additional licensure. Provides that program members shall continue to work normally until required student teaching or clinical experiences are required. Provides that members of the program will work with cooperating instructors from the member's affiliate institution toward the successful completion of the member's required work experience. Provides that members of the program will have 3 years to complete the member's coursework and required work experience. Provides that members of the program who successfully complete the member's training will be placed, to the extent practicable, in the school where they completed the member's required work experience. Provides that those members who were unable to be placed at the school where the member completed the work experience at shall be placed elsewhere in the school district. Provides that, subject to appropriation, the State Board of Education and the board shall split the costs of the program equally.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
534-18.82 as follows:
 
6    (105 ILCS 5/34-18.82 new)
7    Sec. 34-18.82. Educator pipeline development program.
8    (a) The board shall create a educator pipeline development
9program. This program shall develop and retain key educator
10positions.
11    (b) To be eligible, a employee must be:
12        (1) a current nurse working as a licensed practical
13    nurse;
14        (2) a current paraprofessional working in a position
15    including but not limited to teacher assistants and other
16    paraprofessional and related service personnel; and
17        (3) a current school-based employee who is
18    multilingual.
19    (c) The program shall seek to develop a licensed practical
20nurse seeking to become a health service nurse, a
21paraprofessional and related service personnel seeking to
22become a licensed teacher, or a multilingual staff employee
23seeking to become a licensed bilingual teacher.

1    (d) The program shall support up to 120 people per school
2year.
3    (e) The program shall partner with Chicago State
4University, Northeastern Illinois University, and the City
5Colleges of Chicago Members of the pipeline program shall

8completion of a Bachelor's Degree at the affiliated
9institution. Program members shall continue to work normally
10until required student teaching or clinical experiences are
11required.
12    (f) Members of the program will work with cooperating
13instructors from the member's affiliate institution toward the
14successful completion of the member's required work
15experience. Members of the program will be placed, to the
16extent practicable, at the member's existing worksite to
17complete the required work experience. Members of the program
18will have 3 years to complete the member's coursework and
19required work experience. Members of the program who
20successfully complete the member's training will be placed, to
21the extent practicable, in the school where they completed the
22member's required work experience. Those members who were
23unable to be placed at the school where the member completed
24the work experience at shall be placed elsewhere in the school
25district.
26    (g) Subject to appropriation, the State Board of Education
