2    AMENDMENT NO. ______. Amend House Bill 2789 by replacing
3everything after the enacting clause with the following:
4    "Section 5. The Illinois Library System Act is amended by
5changing Sections 1 and 3 and by adding Section 8.7 as follows:
6    (75 ILCS 10/1)  (from Ch. 81, par. 111)
7    Sec. 1. Because the state has a financial responsibility
8in promoting public education, and because the public library
9is a vital agency serving all levels of the educational
10process, it is hereby declared to be the policy of the state to
11encourage the improvement of free public libraries and to
12encourage cooperation among all types of libraries in
13promoting the sharing of library resources, including digital
14resources. In keeping with this policy, provision is hereby
15made for a program of state grants designed to establish,
16develop and operate a network of library systems covering the

1entire state.
2    It is further declared to be the policy of the State to
3encourage and protect the freedom of libraries and library
4systems to acquire materials without external limitation and
5to be protected against attempts to ban, remove, or otherwise
6restrict access to books or other materials.

9    Sec. 3. The State Librarian and the Illinois State Library
10his staff shall administer the provisions of this Act and
11shall prescribe such rules and regulations as are necessary to
12carry the provisions of this Act into effect.
13    The rules and regulations established by the State
14Librarian for the administration of this Act shall be designed
15to achieve the following standards and objectives:
16    A provide library service for every citizen in the state
17by extending library facilities to areas not now served.
18    B provide library materials for student needs at every
19educational level.
20    C provide adequate library materials to satisfy the
21reference and research needs of the people of this state.
22    D provide an adequate staff of professionally trained
23librarians for the state.
24    E adopt the American Library Association's Library Bill of
25Rights that indicates materials should not be proscribed or

1removed because of partisan or doctrinal disapproval or, in
2the alternative, develop a written statement declaring the
3inherent authority of the library or library system to provide
4an adequate collection stock of books and other materials
5sufficient in size and varied in kind and subject matter to
6satisfy the library needs of the people of this state and
7prohibit the practice of banning specific books or resources.
8    F provide adequate library outlets and facilities
9convenient in time and place to serve the people of this state.
10    G encourage existing and new libraries to develop library
11systems serving a sufficiently large population to support
12adequate library service at reasonable cost.
13    H foster the economic and efficient utilization of public
15    I promote the full utilization of local pride,
16responsibility, initiative and support of library service and
17at the same time employ state aid as a supplement to local

20confer with, advise and make recommendations to the State
21Librarian regarding any matter under this Act and particularly
22with reference to the formation of library systems.

25    Sec. 8.7. State grants; book banning. In order to be

1eligible for State grants, a library or library system shall
2adopt the American Library Association's Library Bill of
3Rights that indicates materials should not be proscribed or
4removed because of partisan or doctrinal disapproval or, in
5the alternative, develop a written statement prohibiting the
6practice of banning books or other materials within the
7library or library system.".
